Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and regulations of the state and in light of the actual situation of this province in order to maintain the order of public security management in coastal border areas, safeguard the legitimate rights and interests of citizens, legal persons and other organizations, and promote economic and social development. Article 2 These Regulations shall apply to the administration of border security in the sea areas and coastal areas under the jurisdiction of this province. Article 3 The public security management of coastal frontier defense adheres to the principles of government leadership, mass participation, management according to law, and high efficiency and convenience. Article 4 The local people's governments at or above the county level in coastal areas should strengthen leadership, strengthen joint defense and control in key coastal border areas, bring the management of coastal border security into the scope of comprehensive management of social security, strengthen the construction of border defense infrastructure at coastal ports (Macao), and incorporate the funds for border security management into the fiscal budget in accordance with relevant regulations. Article 5 The public security frontier defense department is the competent department for the administration of public security in coastal frontier defense. Transportation, marine and fishery, commerce (port), industry and commerce, tourism, foreign affairs, Taiwan Affairs Office, maritime affairs, customs, inspection and quarantine, cultural relics, coastal defense, anti-smuggling and other departments shall, according to their respective functions and duties, do a good job in the management of coastal border security. The public security frontier police station shall perform the functions of public security and household registration management in coastal areas in accordance with relevant regulations. Chapter II Certificate Management Article 6 In addition to obtaining relevant certificates from the competent authorities in accordance with regulations, a ship going to sea shall also apply to the public security frontier defense department where the port of registry is located for the registration of the ship's household registration and obtain the household registration book of the ship going to sea; Ships going to sea in non-coastal areas may apply to the public security frontier defense department of their place of work for the household registration book of ships going to sea. However, official ships, small seagoing ships and ships exempted from the "Seagoing Household Register" as stipulated by the state are excluded. Article 7 Where a ship going to sea is rebuilt or leased, the owner of the ship shall, within seven days after handling the relevant formalities according to law, go to the public security frontier defense department of the original issuing place to register the change of the household registration book information of the ship going to sea. Where a ship at sea is transferred, scrapped or lost, the owner of the ship shall, within ten days after handling the relevant formalities according to law, go through the cancellation procedures of the household registration book of the ship at sea with the public security frontier defense department of the original issuing place. Article 8 Persons who have reached the age of 16 and are engaged in offshore operations shall apply to the frontier defense department of public security for a boatman's sea permit, except those who hold a seaman's certificate of the People's Republic of China or a seaman's service book. Passengers on passenger ships and ferries, as well as those who travel and relax at sea, are exempt from boat people's cards. Ninth in any of the following circumstances, the public security frontier defense department shall not issue a permit for boat people to go to sea; If it has been issued, the public security frontier defense department shall cancel and collect the documents:

(1) Being a defendant or criminal suspect in a criminal case;

(2) The principal penalty imposed has not been executed;

(three) the use of ships to engage in smuggling, disrupting the management of the country (border) and other illegal and criminal activities has been investigated for less than one year;

(four) other laws and regulations are not suitable for going to sea. Article 10 Except for force majeure, after the ship of Taiwan Province Province arrives at the anchorage of Taiwan Province Province and this province (hereinafter referred to as the anchorage), if the residents of Taiwan Province Province on board need to go ashore, they shall apply to the public security frontier defense department where the anchorage is located with valid identity documents for the "Taiwan Province Province Resident Landing Certificate"; Those who hold the mainland travel permit for taiwan residents will not apply for the Taiwan Province Resident Landing Certificate after being registered by the public security frontier defense department. In any of the following circumstances, the public security frontier defense department shall not handle the "Taiwan Province Resident Landing Certificate":

(1) Residents of Taiwan Province Province who are unable to provide valid identification;

(two) suffering from severe mental illness, infectious tuberculosis or other infectious diseases that may cause great harm to public health;

(3) Other persons whose entry is restricted or prohibited according to law. The "Taiwan Province Resident Landing Certificate" is valid for five years, and can be registered many times, but the validity of each registration shall not exceed the time limit for ships in Taiwan Province Province to dock on this voyage. Chapter III Management of Seagoing Personnel and Ships Article 11 The captain is responsible for the management of frontier defense and public security of ships at sea, and the captain is the person in charge of frontier defense and public security management of ships. The captain shall strengthen the internal security of the ship, implement the public security management system, implement the public security responsibility, eliminate the hidden dangers of public security, and assist the public security frontier defense department and other relevant departments in law enforcement activities. Article 12 The names of ships going to sea shall be written in accordance with the provisions of the competent department of ships. If the name of the ship is not written in accordance with the regulations or the name of the ship is ambiguous, it is forbidden to go to sea. Sailing ships and operators shall carry their household registration books and boat people's cards with them and accept inspection by the public security frontier departments. The household register of ships at sea and the certificate of boat people at sea shall not be forged, altered, lent, transferred or fraudulently used. If there is any change in the personnel going to sea, the captain or the owner of the ship shall report to the public security frontier defense department for the record before the ship goes to sea. Article 13 When entering or leaving ports, wharves or other stops, ships going to sea shall apply for entry-exit frontier visas in accordance with the following provisions. The frontier defense department of public security shall register the basic information of the ship's route, number of people, name of goods, time of entry and exit, etc., and make an endorsement on the household register of ships going to sea:

(a) fishing boats entering and leaving the port of registry during the non-fishing season apply for entry and exit frontier visas twice a year; If you enter or leave a port other than the port of registry, you shall apply for a one-time entry-exit frontier visa for each voyage;

(2) Passenger ships and ferries are exempted from entry-exit frontier visas, but the route information shall be reported to the public security frontier defense department for the record; If the route is changed, it shall be filed within fifteen days after the change;

(3) In other cases, the entry-exit frontier visa shall be handled according to the voyage. For entry and exit frontier visas by voyage, the ship applying for voyage visa shall go through the visa formalities before leaving the port within 24 hours after entering the port. Ships leaving or entering the country from ports open to the outside world shall go through the border inspection procedures for exit and entry in accordance with relevant state regulations.
