Article 36 Production and business units are not allowed to print, counterfeit, or resell special operations personnel Operation certificate, or the use of illegally printed, counterfeited, or resold special operation operation certificates.

Special operations personnel are not allowed to forge, alter, lend, transfer, fraudulently use special operation certificates or use forged special operation certificates.

Article 40 If a production and business operation unit illegally prints, forges, or resells a special operation operation certificate, or uses an illegally printed, forged, or resold special operation operation certificate, it shall be given a warning and a fine of RMB 10,000 shall be imposed. A fine of not less than 30,000 yuan but not more than RMB 30,000 shall be imposed; if a crime is constituted, criminal liability shall be pursued in accordance with the law.

Article 41 If a special operation personnel forges or alters a special operation operation certificate or uses a forged special operation operation certificate, he shall be given a warning and shall be fined not less than 1,000 yuan but not more than 5,000 yuan.

Special operations personnel who lend, transfer, or use their special operations operation certificates fraudulently will be given a warning and fined not less than 2,000 yuan but not more than 10,000 yuan.
