Caofeidian Port Area of Tangshan Port is located in Caofeidian Island, Nanbao District, 70 kilometers south of Tangshan City. The long-term natural action of history endows Caofeidian Port with unique advantages of offshore deep water. The distance between the pre-island 10m isobath and the 0m isobath is 200-500m, and the water at 500m in front of the station is 20-30m, and the water with 25m depth is directly connected to the Bohai Strait, so there is no need to excavate the navigation channel and harbor basin. The deep trough in front of Qian Dian is 36 meters deep, which is the deepest point in Bohai Sea. From Caofeidian to the Bohai Strait, there is a natural waterway with a water depth of 27 meters, which leads directly to the Strait and to the Yellow Sea. The natural combination of waterway and deep trough constitutes the unique advantage of Caofeidian in building a large-scale deep-water port. The 30-meter-deep coastline here is 6 kilometers long, and it is not frozen or silted. It is the only natural port site in Bohai Sea where 300,000-ton berths can be built without excavating navigation channels and harbor basins.

In order to make full use of the rare deep-water coastline resources and promote Tangshan's economic layout to move to the coast, Tangshan plans to build a deep-water berth in Caofeidian and develop the port industrial zone from 1994. At the end of 2004, the construction of Caofeidian Port Area was listed in the "Port Construction Plan of Bohai Bay Area" by the state. This project was strongly supported by the Hebei Provincial Party Committee and the provincial government, and was listed as the "No.1 Project" in Hebei Province.
