Cultivating a large number of workers and professionals in various fields who meet the requirements of the socialist market economy and constantly improving the quality of workers are related to the overall situation of China's socialist cause in the 2 1 century. Graduates of ordinary colleges and universities (hereinafter referred to as colleges and universities) are valuable talent resources, and rational use of college graduates' talent resources is one of the important measures to implement the strategy of rejuvenating the country through science and education. The CPC Central Committee and the State Council attached great importance to the employment of college graduates and adopted a series of measures to create conditions for college graduates to display their talents. In order to do this work well, the following suggestions are put forward to further deepen the reform of the employment system for college graduates.

First, understand the situation clearly and deepen reform. After the expansion of colleges and universities, the number of college graduates will increase rapidly. Due to the ideological concept, system and work, there are some new problems in the employment of college graduates, and some local college graduates have difficulties in employment. Generally speaking, compared with the needs of all walks of life, the number of college graduates is far from enough. The distribution and structure of college graduates are also unbalanced, and the employment difficulty is only structural. To solve this problem, we need to further emancipate our minds, change our concepts, and deepen the reform of the employment system for college graduates and the social employment system. Under the guidance of Theory of Three Represents, the employment of college graduates should closely focus on the overall situation of promoting national economic development and social stability, take active and effective measures to further change the employment concept of college graduates, establish an employment mechanism with market orientation, government regulation, school recommendation and two-way choice between students and employers, and strive to achieve full employment of college graduates.

Two, to further improve the employment management system of college graduates. Under the leadership of the State Council, the Ministry of Education, the Ministry of Personnel, the State Planning Commission, the Ministry of Finance, the Ministry of Labor and Social Security, the Ministry of Public Security and other relevant departments have cooperated closely to jointly do a good job in the employment of college graduates. The people's governments of all provinces (autonomous regions and municipalities directly under the Central Government) may set up leading and coordinating bodies led by competent government leaders and attended by relevant departments to make overall arrangements for the employment of college graduates. We should pay close attention to investigation and study, carefully study and analyze the employment situation of college graduates in the next few years, incorporate the employment of college graduates into the overall plan of local economic and social development, and put forward specific measures to deepen reform and properly solve the employment problem of college graduates.

Third, speed up the adjustment of personnel training structure. According to the needs of economic and social development and the development trend of science and technology put forward in the tenth five-year plan, colleges and universities should speed up the adjustment of discipline and specialty structure and talent training structure, improve teaching quality, and make the talents trained in colleges and universities better meet the actual needs.

It is necessary to further increase the enrollment of majors urgently needed by society, control the development scale of long-term majors, and reduce the enrollment of schools and majors with low teaching quality and low employment rate of college graduates due to unreasonable specialty settings until enrollment is stopped.

In order to meet the needs of employment, it is necessary to strengthen the vocational skills training for college students and encourage them to obtain corresponding vocational qualification certificates. We will deepen the reform of the employment system and gradually implement the system of paying equal attention to academic qualifications and vocational qualifications in the whole society. Labor and social security, education and personnel departments should actively study and explore specific measures to implement the vocational qualification certificate system.

Fourth, broaden the channels for college graduates to find jobs at the grassroots level. Guiding college graduates to work in grass-roots units and small and medium-sized enterprises is the main way to solve the employment problem of college graduates. People's governments at all levels should seize the favorable opportunity of western development, small town construction and urban community construction, actively create conditions, broaden channels, and guide and attract college graduates to find jobs in grassroots and small and medium-sized enterprises.

1, in accordance with the relevant provisions of the state, do a good job in the allocation of rural primary and secondary school teachers and the identification of teacher qualifications, resolutely repel unqualified teachers and substitute teachers, vacate posts to attract college graduates to teach in rural primary and secondary schools, and improve the quality of rural compulsory education.

Continue to implement the spirit of "Notice of the General Office of the State Council Forwarding the Opinions of the Ministry of Education and Other Departments on Further Improving the Employment of Graduates of Ordinary Colleges and Universities" (Guo Ban Fa [1999] No.50), encourage and support college graduates to work in rural grassroots education, agriculture, medicine, poverty alleviation and other fields, and send outstanding personnel to counties and townships according to work needs after two or three years of training.

3. Encourage university graduates to work in the western region. For graduates from the central and eastern regions who work in the western region, the policy of freedom of coming and going is implemented. According to my wishes, I can move my household registration to my place of work or back to my place of origin, and the personnel exchange agency affiliated to the competent government department will provide personnel agency services free of charge; College graduates who work in poor and remote areas in the west can be graded in advance, and the salary standard can be set appropriately according to the actual situation.

4. Fresh college graduates who are employed by government agencies at all levels should be assigned to teaching, supporting agriculture, helping the poor or exercising in enterprises for one to two years. Civil servants employed by various departments of the central state organs from recent college graduates should be arranged to exercise in grass-roots units in the western region 1 to 2 years.

Five, effectively solve the problems related to the employment of college graduates in non-public units. For college graduates who are employed in non-public institutions, the public security organs should actively relax the examination and approval conditions for establishing collective accounts and handle the settlement procedures in a timely and convenient manner. The employing unit shall, in accordance with the relevant provisions of the state, sign labor contracts with the employed college graduates, handle social insurance procedures for them, pay social insurance premiums, and protect their legitimate rights and interests. College graduates who are engaged in self-employment and freelancing should register with social insurance agencies and pay social insurance premiums in accordance with the provisions of the local government. Encourage and support college graduates to start their own businesses, and the industrial and commercial and tax departments should simplify the examination and approval procedures and actively give support. The file management of the above-mentioned personnel shall be implemented in accordance with the current relevant provisions of the state.

Six, formulate policies to encourage the rational flow of talents.

1, implement the regulations on enterprise employment autonomy, and encourage employers to recruit more college graduates according to actual needs.

2. Cancel the illegal and unreasonable charging policies such as urban capacity increase fees, provincial (autonomous regions and municipalities directly under the Central Government) fees and system fees charged for receiving college graduates.

3. The provincial capital and cities below the provincial capital should liberalize the restrictions on attracting college graduates to settle down. Cities above the provincial capital should also take the initiative to relax the employment and settlement regulations for college graduates and simplify relevant procedures according to needs. The public security department shall handle the settlement formalities for the fresh graduates with the employment agreement signed by the employer and the graduates, the graduation certificate of ordinary colleges and universities held by college graduates and the employment registration certificate of ordinary colleges and universities nationwide; Non-fresh graduates shall be handled by the employer's registration (employment) procedures, labor contracts and graduation certificates of ordinary colleges and universities.

Seven, improve the relevant policies of unemployed college graduates. For college graduates who have not implemented their work units when they leave school, the archives management institution will waive the service fee for keeping their archives. According to my wishes, the school can move the registered permanent residence to the place where it was registered before entering school or keep it in the original university within two years. After the implementation of the work unit, the account will be moved to the place where the work unit is located. For college graduates who have not implemented their work units for more than two years, schools and archives management institutions will move their school accounts and files back to their pre-school domicile.

Eight, to further rectify and standardize the employment market order of college graduates. Job fairs for college graduates should be held mainly in colleges and universities. Job fairs for college graduates held across provinces (autonomous regions and municipalities directly under the Central Government) shall be approved by the competent department of the local provincial people's government and subject to its supervision. Measures should be taken to connect the employment market, talent market and labor market of college graduates, realize the sharing of online information resources and better serve college graduates and employers.

Nine, to further strengthen the ideological education and employment guidance for college graduates. Strengthen the education of college graduates' correct world outlook, outlook on life, values and career choice, so that college graduates can establish the concepts of paying for the school, choosing their own jobs, starting their own businesses diligently and learning for life, establish the idea of finding employment according to social needs and making contributions to the grassroots, and take the initiative to do something for the places needed by the motherland. Relevant government departments should earnestly do a good job in the employment of college graduates, focus on improving the employment rate, strengthen employment guidance, and comprehensively improve the service level. The news media should strengthen the publicity and reporting on the employment of college graduates, improve the understanding of employers on this work, guide college graduates to establish a correct concept of job selection, publicize the typical deeds of college graduates who have made outstanding contributions at the grassroots level, and create a good social atmosphere conducive to the employment of college graduates in the whole society, especially at the grassroots level.
