Chapter I General Provisions Article 1 In order to strengthen the management of security organizations and give full play to their role in maintaining social order and ensuring safety, these Provisions are formulated in accordance with the NPC Standing Committee's decision on strengthening the comprehensive management of social order, the State Council's approval of the Ministry of Public Security's report on the establishment of security service companies and other relevant provisions, and combined with the actual situation of this Municipality. Article 2 The term "security organization" as mentioned in these Provisions refers to the security departments and teams established by organs, organizations, enterprises, institutions and other economic organizations (hereinafter referred to as units) and security companies providing security services. Article 3 These Provisions shall apply to all security organizations established within the administrative area of this Municipality. Article 4 The competent department of the security organization is the public security organ.

The competent departments of industry and commerce, labor, taxation and relevant departments shall, within the scope of their respective duties, cooperate with the competent departments in the management of security organizations. Chapter II Management of Security Companies Article 5 Security companies are service-oriented enterprises that undertake security services and provide security consulting services for customers. They are financially independent and responsible for their own profits and losses. Article 6 The establishment of a security company must be approved by Guangzhou Public Security Bureau and registered by the industrial and commercial department before it can be opened to the outside world. Article 7 The service scope of a securities company:

(a) guards, guards, internal patrols, escort financial and dangerous goods;

(2) Protecting property and personal safety;

(3) Providing security services for exhibitions, exhibitions, entertainment, sports, tourism and other activities;

(four) operating security equipment such as anti-theft, fire prevention, explosion prevention, alarm and secure communication;

(five) to provide design, installation, consulting and maintenance services for safety technical prevention equipment;

(six) other security services carried out according to law. Article 8 Security companies provide paid services to customers, sign security service contracts on the principle of equality and voluntariness, clarify the rights and obligations of both parties, and assume responsibilities according to the contract. Article 9 A security company shall implement the principle of "reasonable remuneration and open pricing" and charge different remuneration according to different services. Fees should be printed (or supervised) by the Municipal Taxation Bureau. Chapter III Management of Self-built Security Organizations Article 10 Self-built security organizations are full-time security forces within units. Led by the person in charge of public security of the unit, managed by public security agencies or full-time public security personnel, and subject to the management and supervision of local public security organs. Self-built security organizations shall not engage in paid services. Eleventh units self-built security organizations must meet the following conditions:

(a) has designated the person in charge of public security and set up a public security management agency or full-time public security personnel;

(2) Having a fixed office space;

(3) There are security guards above 10 (including 10).

Do not meet the above conditions, the unit can hire security personnel from the local security service company. Twelfth self-built security organization's scope of duties:

(a) guard the gate and important parts.

(two) responsible for public security patrol and "four prevention" work (fire prevention, theft prevention, damage prevention, prevention and control of safety disasters and accidents).

(3) To report the cases and accidents of the unit to the public security department, rescue the wounded, protect property safety and fight against criminals.

(four) to perform other security tasks assigned by the public security management agencies or security personnel. Thirteenth self-built security organizations must be approved by the public security organs at or above the district or county level, and obtain the "Guangzhou Self-built Security Organization Permit". If it has been established, it shall go through the examination and approval procedures within 0 months after the promulgation and implementation of these Provisions.

The public security organ shall establish the annual assessment and security management system of the self-built security organization. Fourteenth self-built security organizations should establish management systems such as learning, rotation training, rewards and punishments, and improve the post responsibility system. Chapter IV Security Personnel Article 15 Security personnel must meet the following conditions:

(a) good ideological quality, decent style, love of safety work, no criminal record.

(2) Holding a resident identity card, unmarried certificate or family planning certificate.

(3) 18 Unemployed people in cities and towns and rural villagers under the age of 40, with junior high school education or above, are required to have good looks and hold health certificates issued by hospitals at or above the county level.

(4) After professional training, he obtained the Guangzhou Security Officer Certificate uniformly printed by the Public Security Management Committee of Guangzhou Public Security Bureau. Sixteenth recruitment of security personnel, in the form of signing a temporary labor contract, clearly define the rights and obligations of both parties, labor protection, welfare and contract period, and report to the district, county-level city public security organs security management committee for the record. The salary and welfare of security guards should be higher than the minimum wage standard stipulated by the labor department of this Municipality.

Those who employ migrant workers as security guards shall go through the recruitment procedures at the labor department at or above the county level and obtain a permit for migrant workers. Seventeenth security personnel must comply with the following provisions:

(a) abide by the laws and decrees of the state, and abide by the rules and regulations of the unit and the department;

(2) Obeying orders and commands;

(3) Keeping state secrets and commercial secrets;

(four) stick to their posts and be loyal to their duties;

(five) to act in accordance with the law, be honest and not engage in malpractices for personal gain;

(six) civilized duty, polite to others, it is forbidden to hit people and call names;

(seven) are not allowed to act as private bodyguards, do not participate in economic disputes between customers and units and collect money.
