Chayou Zhongqi is at the same level as Jining District.

In April 2004, Wulanchabu League withdrew from the League and became a municipality directly under the Central Government of Inner Mongolia Autonomous Region (prefecture-level city), which governs 65,438 cities including Jining District (formerly county-level Jining City), fengzhen city (now county-level city), Chahar Right Wing Front Banner, chahar right middle banner, Chahar Right Wing Rear Banner, Siziwangqi, Xinghe County, Shangdu County, Huade County, Zhuozi County and Liangcheng County.
