Article 2 These Measures shall apply to the built-up areas of Kuiwen District, Weicheng District, Fangzi District, Hanting District, High-tech Development Zone and Economic and Technological Development Zone in this Municipality.

Article 3 The government does not encourage raising dogs, and implements the principle of strict control, strict management and combination of prohibition and restriction on raising dogs.

(II) The public security department is responsible for investigating and dealing with dog-raising disturbing behavior, investigating and dealing with illegal dog-carrying behavior in other public places outside roads and squares, killing rabies, and organizing and managing abandoned dogs and ownerless dogs;

(three) the urban management law enforcement department is responsible for investigating the behavior of selling dogs and illegally carrying dogs on roads and squares, and investigating the behavior of raising dogs to destroy environmental sanitation;

(four) the industrial and commercial department is responsible for the supervision and management of dog business activities, and investigate and deal with illegal business activities;

(five) the person in charge of the health department shall make use of the supply and inoculation of rabies vaccine and the diagnosis and treatment of rabies patients to prevent and control the spread of rabies in the population.

Fifth radio, television, newspapers and other news media should do a good job in dog management laws and regulations and health and epidemic prevention knowledge publicity and education.

Article 6 Sub-district offices shall be responsible for guiding organizations such as residents' committees and owners' committees in property communities, formulating civilized dog-raising conventions, mediating and handling neighborhood disputes and potential safety hazards caused by dog-raising according to law, and carrying out publicity and education activities on dog-raising according to law and civilized dog-raising.

Seventh residents, owners and other units should consciously abide by the convention on civilized dog raising formulated by the residents' committee and the owners' committee.

Article 8 Dogs are prohibited in the following areas:

(1) Office service areas of institutions and hospitals;

(2) Schools and kindergartens;

(3) the dormitory of the unit.

Ninth it is forbidden to keep dogs and large dogs that do not meet the requirements in restricted areas. The breed, height and length standards of dogs are prohibited, which shall be determined by the animal husbandry department and announced to the public.

Tenth important factories, storage enterprises and other breeding guard dogs, should be approved by the local public security bureau, to the animal husbandry department for immunization, epidemic prevention and other related procedures, and the implementation of tethering or captive.

Eleventh residents to raise dogs shall meet the following conditions:

(1) Having permanent residence in this city and this residential area;

(2) Having full capacity for civil conduct;

(3) Having a fixed residence where a single family lives, and the residence is outside the dog-raising forbidden area.

Twelfth in line with the conditions of raising dogs, each household is limited to one.

Article 13 Dog owners shall, in accordance with the relevant provisions on animal epidemic prevention, take their dogs to animal epidemic prevention institutions or animal clinics entrusted by the animal husbandry department for health examination, regularly inject rabies vaccine, and after obtaining the immunization certificate, register with the local animal husbandry department with the immunization certificate and obtain an immunization card. The contents of registration shall include the name, address, breed and characteristics of the dog owner.

Article 14 If a dog dies or is missing, the dog owner shall go through the cancellation of registration with the animal husbandry department within 10 and return the immunization mark.

Fifteenth dog owners shall not abuse or abandon dogs.

Raising a dog shall not affect the normal work, study, life and rest of others. When it affects the normal work, study, life and rest of others, feeding units and individuals shall take effective measures to eliminate it.

Sixteenth individuals in restricted areas should wear dog immunization cards when carrying dogs for outdoor activities. Dogs should be led by adults and should avoid the elderly, the disabled, pregnant women and children.

Seventeenth dog owners with dogs out of the house, shall comply with the following provisions:

(a) dogs are not allowed to enter government agencies, hospitals, schools, children's activity places, stadiums, museums, libraries, theaters, waiting rooms, waiting rooms, catering service places and other public places and assembly places (except dog performances and exhibitions);

(two) dogs are not allowed to take public transport other than passenger taxis;

(three) dogs are not allowed to urinate in corridors, public balconies and public green spaces; Dogs excrete feces outdoors, and dog owners should immediately remove them.

Article 18 In addition to the provisions in the first paragraph of Article 17 of these Measures, managers in other public places have the right to prohibit dog owners from carrying dogs (except guide dogs and dog helpers), but they should clearly remind dog owners.

Nineteenth dogs suspected of suffering from rabies, the dog owner shall promptly go to the animal quarantine institution to quarantine the dog.
