The predecessor of the Hebei Provincial Institute of Metrology and Testing was the Hebei Provincial Institute of Metrology and Testing, which was established in 1955. It is a provincial-level metrology verification institution established by the quality and technical supervision administrative department of the Hebei Provincial People's Government in accordance with the law; it belongs to the society. It is a public welfare comprehensive technical institution specializing in metrological verification, calibration and testing; it is affiliated to the Hebei Provincial Quality and Technical Supervision Bureau.

The Hebei Provincial Metrology Supervision and Testing Institute was approved by the relevant departments of the Hebei Provincial People's Government in December 2000. It was formed by the merger of the Hebei Provincial Institute of Metrology and Testing and the Shijiazhuang Municipal Institute of Metrology and Testing. It is mainly responsible for: preservation and maintenance , use measurement standards approved by the state; research, establish and improve the province's highest measurement standards and public measurement standards; be responsible for the transmission of values ??within this administrative region, unify the province's values; be responsible for the province and Shijiazhuang City Compulsory verification of measuring instruments implemented by provincial legal metrology technical institutions; undertake preliminary guarantee work for metrological management and administrative law enforcement in the province; carry out research on metrological science and testing technology; undertake technical work such as drafting metrological technical regulations and provide metrological technical personnel training; provide metrological verification, calibration, testing, and consulting services to the society; undertake metrological arbitration verification tasks and other tasks within the scope of responsibilities of the provincial and Shijiazhuang City legal metrology technical institutions.
