Collective enterprises are also called collectively owned enterprises. Refers to enterprises whose means of production and products are collectively owned by the socialist working people. It is produced through the socialist transformation of the individual economy, or formed by the working people on the basis of voluntary mutual benefit. Generally divided into two categories: first, urban collective enterprises, including district-run, county-run, street-run collective enterprises, and collective enterprises run by workers in partnership. Second, township collective enterprises, including rural enterprises (former communes and brigade enterprises) and rural cooperative enterprises (small enterprises organized by farmers or farmers).

Collective enterprises can be divided into urban collective enterprises and rural collective enterprises according to the main body. The establishment of urban collective enterprises must be approved by the departments prescribed by the provincial people's government; Rural collective enterprises must be approved by the township government and reported to the Bureau of Township Enterprises for approval. The so-called large-scale collective enterprises are the product of specific historical conditions. 1958 after the Great Leap Forward began, mainstream public opinion believed that * * * productism was just around the corner, collective enterprises were upgraded to enterprises owned by the whole people, and all wages and benefits were borne by the state. In the case that the national finance is unbearable, some enterprises have to be transformed into local state-owned enterprises (the means of production are owned by the whole people, and the wages and benefits are borne by the local finance), while others become large-scale collective enterprises. The so-called large-scale collective enterprise means that the means of production are still owned by the collective.
