Legal basis: Voluntary Service Ordinance

Article 1 These Regulations are formulated for the purpose of protecting volunteers, voluntary service organizations and their legitimate rights and interests, encouraging and standardizing voluntary service, developing voluntary service, cultivating and practicing socialist core values, and promoting social civilization and progress.

Article 2 These Regulations shall apply to voluntary service and activities related to voluntary service in People's Republic of China (PRC). The term "voluntary service" as mentioned in these Regulations refers to the public services provided by volunteers, voluntary service organizations and other organizations to the society or others voluntarily and free of charge.

Article 3 Voluntary service shall follow the principles of voluntariness, free of charge, equality, honesty and legality, and shall not violate social morality, harm public interests and the legitimate rights and interests of others, or endanger national security.

Article 4 The people's governments at or above the county level shall incorporate the cause of voluntary service into the national economic and social development plan, reasonably arrange the funds needed for voluntary service, and promote the development of voluntary service in a wide range of coverage, levels and fields.
