On the evening of October 26, 2009, Liu, who was temporarily living in Kangping Town, Kangping County, had a quarrel with his lover over trivial family matters and left home. On the morning of the 27th, Liu drank some liquor because he was depressed. He planned to take a friend's car to go to Haizhou Township to do errands. However, his friend did not come that day due to work, so Liu stopped the taxi driven by the female driver Huang. When they were approaching their destination, Huang thought it was a long journey and wanted to add an extra 30 yuan for the fare. Liu didn't agree and wanted to get off the car and leave. Seeing this scene, Huang locked the car door. Subsequently, the two men got into an argument and started fighting. Liu could have negotiated a settlement with Huang, but because of the quarrel with his lover and the stimulation of alcohol, he strangled Huang to death in the car.

On the morning of October 28, after receiving the alarm from the masses, Kangping police immediately launched case investigation work. The Kangping County Public Security Bureau set up a special task force to investigate Internet cafes, hotels, hotels and the surrounding areas where the crime occurred. After more than 20 days of hard work, the task force initially determined that Liu was suspected of a major crime, but the person was nowhere to be seen. After investigation, the task force found that Liu had absconded to the Heihe area of ??Heilongjiang Province. Recently, with the cooperation of the Heilongjiang police, the task force successfully arrested Liu in the Heihe area. After interrogation, the criminal suspect Liu confessed to the facts of the crime.
