Interim Measures of Wuhan Municipality on the Administration of Trams

Chapter I General Provisions Article 1 In order to standardize the management of trams, promote the planning and construction of trams, and ensure the safety of trams' operation, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction, operation and other related management activities of trams within the administrative area of this Municipality.

The term "tram" as mentioned in these Measures refers to the medium and low-volume rail transit public passenger vehicles that are driven by electricity and run along the track and can be mixed with the ground roads. Article 3 Tram management shall follow the principles of unified planning, standardized operation, signal priority, safety and convenience. Article 4 The Municipal People's Government shall be responsible for the overall coordination of major issues concerning tram management within the administrative area of this Municipality.

The district people's governments (including Wuhan East Lake New Technology Development Zone, Wuhan Economic and Technological Development Zone, and the Municipal East Lake Eco-tourism Scenic Area Management Committee, the same below) are responsible for organizing the implementation of the planning, construction and operation of trams within their respective jurisdictions.

The transportation department is responsible for the comprehensive coordination of tram management and the supervision and management of tram operation; The development and reform department is responsible for the examination and approval management of tram projects; The land planning department is responsible for the land use and planning management of trams; Urban and rural construction departments are responsible for the supervision and management of tram construction; Public security organs are responsible for the road traffic safety and public order management of trams.

Finance, urban management, safety supervision and other departments shall be responsible for the management of trams according to their respective responsibilities. Article 5 The tram construction and operation units determined by the municipal and district people's governments according to law shall be responsible for the construction and operation of trams respectively. Article 6 Within the scope of land for trams determined by urban planning, tram construction and operation units may comprehensively utilize supporting commercial, advertising and other resources according to law, and all the proceeds shall be used for tram construction and operation. Chapter II Planning and Construction Article 7 The municipal transportation department shall, jointly with the municipal departments of land planning, development and reform, urban and rural construction, and the people's governments of relevant districts, organize the preparation of special plans for trams according to the actual economic and social development of this Municipality and in line with the principle of adjusting measures to local conditions and prudent development, and promulgate them for implementation after being approved by the municipal people's government.

The special planning of trams shall conform to the overall urban planning and land use planning, and be connected with the planning of railways, highways, urban roads and urban public transportation.

The approved tram special planning shall not be changed without authorization; If it is really necessary to change, it shall be submitted for approval in accordance with the original examination and approval procedures. Article 8 The land planning department shall, according to the special planning of trams, control the land used for tram lines, stations, depots, substations and other facilities and supporting transfer hubs. Ninth tram track construction should be carried out in accordance with the provisions of the basic construction procedures. The survey, design, construction and supervision of construction projects shall abide by the provisions of relevant laws, regulations and rules, and implement relevant technical standards and norms. Article 10 The traffic administrative department of the municipal public security organ shall, jointly with the municipal transportation department, organize the compilation of the specifications for the setting of traffic safety facilities for trams, and incorporate them into the technical guidelines for the setting of traffic management facilities in this Municipality.

When building, rebuilding or expanding tram lines, traffic safety facilities such as traffic lights, traffic signs, traffic markings and electronic monitoring shall be planned, designed, constructed and accepted in accordance with the prescribed standards and norms. The traffic administrative department of the public security organ shall participate in the planning, design, construction and acceptance of relevant traffic safety facilities.

After the completion and acceptance of the special traffic safety facilities for trams, the tram operating unit shall be responsible for the maintenance and management; Other traffic safety facilities shall be handed over to the traffic management department of the public security organ for maintenance and management after completion and acceptance. Eleventh after the completion of the tram project, the construction unit shall organize the acceptance in accordance with the design standards, norms and relevant state regulations. After the acceptance, the tram operating unit shall organize a trial operation, and the trial operation period shall not be less than 90 days. Before organizing the trial operation, the tram operation unit shall report to the municipal transportation department and the traffic management department of the municipal public security organ, and organize the trial operation according to the opinions of the municipal transportation department and the traffic management department of the municipal public security organ. Twelfth after the completion of the trial operation, the municipal transportation department shall organize the evaluation of the basic conditions of the trial operation. If the evaluation is passed, the tram operation unit can carry out trial operation, and the trial operation period shall not be less than 1 year. The traffic administrative department of the municipal public security organ shall participate in the evaluation of the basic conditions for trial operation.

Trams can only be delivered to formal operation if they pass the trial operation acceptance. Chapter III Operation Management Article 13 A tram operation unit shall establish an operation management system, regularly inspect, maintain and repair tram vehicles, stations and related facilities, and ensure the normal operation and safe use of trams.

Power supply, communication, water supply, drainage and other related units shall assist in ensuring the normal operation of trams. Article 14 A tram operating unit shall, in accordance with the requirements of the transportation department and the traffic management department of the public security organ, establish and improve an operation service information system, provide corresponding information services for the public, and access relevant data to the management information systems of the transportation department and the traffic management department of the public security organ. Fifteenth municipal transportation departments shall formulate tram operation service standards and ride rules.

Tram operating units shall announce their service commitments to the public in accordance with service standards to ensure service quality.

Establish a tram service quality evaluation system. The quality of tram service within the jurisdiction of each district shall be assessed by the district transportation department, and the quality of tram service across districts shall be assessed by the municipal transportation department.
