Huaian is located in the hinterland of northern Jiangsu, with the range of east longitude 1 18 degrees 12 minutes to19 degrees 36 minutes, and north latitude 32 degrees 43 minutes to 34 degrees 06 minutes.

The central city of northern Jiangsu borders Suqian in the west and north, Lianyungang in the northeast, Yancheng in the southeast, Yangzhou and Chuzhou in Anhui in the south and Nanjing, the capital of Jiangsu Province in the southwest. The city is located on both sides of the Huaihe River, facing the river and offshore, on the national north-south boundary. Chuzhou District of Huai 'an City is the second batch of national historical and cultural cities approved and announced by the State Council on February 8th, 1986.
