I met Li, director of Mianyang Municipal Bureau of Commerce, who is drafting the service industry development plan of Science and Technology City. In this plan, logistics is an important part. As early as the beginning of this year, Mianyang commerce, transportation and other departments launched a survey on "building Mianyang modern logistics system", and the backward logistics development surfaced.

Li Rui was one of the researchers at that time. In his investigation, he found that among the 106 logistics companies registered in the industrial and commercial departments, only more than 30 are operating normally, of which only 9 are large-scale, and some enterprises have an annual output value of only 50 million to 60 million and an annual freight turnover of only 33 million tons. Many logistics enterprises are actually a sales department. According to statistics, the added value of Mianyang's logistics industry last year was 310.9 billion yuan, accounting for 5.68% of GDP, while the national and provincial figures were 6.69% and 7.7% respectively. The logistics cost of the whole city accounts for about 22% of GDP, which is 2 percentage points higher than that of the whole country. In the analysis report, the lack of understanding, disorder and support of logistics centers and logistics parks has become a restrictive factor for Mianyang's logistics development.

Logistics enterprises undoubtedly have the most say in the current situation of Mianyang logistics. In their view, the backwardness of Mianyang logistics is the result of excessive competition. "There are actually more than 700 large and small logistics enterprises in Mianyang," said An Lisha. "Many people only have a desk and a telephone, so they can find cars everywhere when they can contact the source of goods. Modern logistics should be a complete system including information system, transportation system and material system, rather than simple transportation. " Compared with large-scale logistics enterprises, small-scale logistics booths are more flexible and even have the risk of overload and overrun. "Our cars are standard vans and cannot be overloaded. As a result, others make money and lose money. " Anlisa is a little rough.

"Now the bargaining is fierce, and the phenomenon of arbitrary charges is particularly serious." Gu Zhenggang, director of Changcun Logistics Transportation Service Center, expressed another concern. In the past two years, Mianyang's logistics enterprises also hope to raise the freight rate reasonably through industry self-discipline, but at the critical moment, there are always people who "sail against the current". As a result, the freight rate has been falling all the way, and the profits of logistics enterprises are pitifully low.

The third party logistics is in the growth stage.

"What we want to develop is modern third-party logistics." When analyzing the reasons for the slow development of Mianyang's logistics, Li believes that it is necessary to solve the problem that enterprises in Science and Technology City run too much logistics by themselves, and entrust the logistics activities originally undertaken by production and operation enterprises to professional logistics service enterprises.

In Mianyang, self-care transportation accounts for more than 80% of the total freight volume. Most enterprises have their own warehouses and fleets, with scattered warehouses, outdated facilities, backward management methods, high inventory costs and heavy liquidity.

"We have seen the drawbacks of the enterprise's own logistics operation and are determined to take out the original logistics resources and set up a logistics enterprise in a strict sense." Yang Jian, general manager of Changhong Minsheng Logistics Company, introduced that in June of this year, 5438+ 10, Changhong and Minsheng Company established a logistics enterprise in Mianyang. In the past, Changhong's logistics was only a service department of the enterprise, and it never considered the cost. Now Yang Jian not only considers the cost. Even Changhong's business has to compete and negotiate with other logistics enterprises. The relationship between Changhong Minsheng and Changhong is a third-party logistics in a complete sense. In the past two years, Changhong has saved 65.438+0.2 billion yuan in logistics costs.

"This year, businesses other than Changhong strive to achieve 30 million yuan." Yang Jian said that at present, in addition to the business of Changhong's industrial companies, Changhong Minsheng is also engaged in distribution for enterprises such as Jiuzhou. In the future, Changhong Minsheng will focus on trunk transportation, build multiple regional distribution centers nationwide, and build a highly information-based logistics enterprise.

But Yang Jian understands that there are still many difficulties to achieve the goal. For example, he said that at present, less than 20% of the vehicles that the company can return home with full loads are mainly concentrated in developed areas such as Shanghai and Guangdong. Changhong Minsheng once cooperated with Xoceco, pulling materials out and bringing Xoceco's color TV back to Sichuan, but in many cases, it was up to the drivers to find a way to survive. "I especially hope that industry associations will integrate resources and organize a national logistics information network and information sharing platform, which is difficult for an enterprise to do."

Future:

It won't be too far to solve the dilemma

At the end of April this year, Mianyang logistics system researchers wrote a proposal to Mianyang Municipal Party Committee and Municipal Government. The development of logistics has received unprecedented attention, and the positioning, layout and planning of Mianyang modern logistics industry are also in full swing.

In terms of development orientation, during the Eleventh Five-Year Plan period, the added value of Mianyang's logistics industry increased by more than 13% annually, and the proportion of logistics cost in GDP decreased by 3 to 4 percentage points on the basis of last year. Introduce 5 to 10 well-known logistics enterprises at home and abroad; Build Yongxing means of production logistics park and Longmen agricultural products logistics park, and build a modern logistics system with complete functions and wide radiation. In order to support the development of logistics industry, Mianyang is going to establish a modern logistics development fund, and the government will give 30 million yuan to subsidize infrastructure projects every year; Preferential investment and electricity consumption policies to optimize the soft environment.

In fact, Mianyang was listed as the second-class logistics node city in the 11th Five-Year Plan of Sichuan Province, which defined the development strategy of developing modern logistics, building logistics parks and actively cultivating third-party logistics enterprises.

As early as 2004, Mianyang passed Mianyang Modern Logistics Development Research and New Soap Logistics Park Planning. In this planning, Yongxing Logistics Park is planned in Mianyang High-tech Zone, with 65,438+0,000 mu of land planned in advance, but this land has not been reserved, so it cannot be implemented yet. Longmen Agricultural Products Logistics Park, located at the intersection of Mianguang Expressway and Mianjiang Avenue, has begun to play a role, but its area is small and needs to be adjusted.

For Mianyang people, the train freight station is the place where the logistics dream began, and there are still hundreds of freight shops, large and small. But now the freight station is surrounded by cities and the traffic is congested, which has not adapted to the requirements of modern logistics. Mianyang hopes that the train freight station can be moved to Zaojiaopu Station in the west of the city, but it still needs to be docked with the railway department. When to move and upgrade has not yet been determined.

All these efforts are under way. When the construction of science and technology city is accelerating, the time to solve the logistics dilemma will not be too far away.
