article 1 in order to strengthen the construction and management of urban appearance, create a clean and beautiful urban environment, ensure human health and life safety, and promote sustainable economic and social development, these provisions are formulated in accordance with the State Council's regulations on the administration of urban appearance and environmental sanitation, Hainan's regulations on the administration of urban and rural appearance and environmental sanitation and other laws and regulations, and combined with the actual situation of this municipality. Article 2 These Provisions shall apply to the management activities of city appearance in the urban built-up areas of this Municipality.

the urban appearance mentioned in these provisions refers to the local or overall urban landscape consisting of urban buildings, structures, roads, landscaping, public facilities, advertising signs, lighting, public places, urban waters and residential areas closely related to the urban environment. Article 3 The municipal and district people's governments shall incorporate the city appearance management into the national economic and social development plan, and include the city appearance management funds in the fiscal budget at the corresponding level. Article 4 The municipal and district people's governments shall exercise unified leadership, organization, coordination and overall responsibility for urban appearance work.

the municipal competent department of city appearance is responsible for the supervision and management of the city appearance. The district municipal administrative department is responsible for the supervision and management of the city appearance in this area. City, district urban management administrative law enforcement organs shall be responsible for the administrative law enforcement work of urban appearance management according to the division of responsibilities.

planning, housing construction, industry and commerce, transportation, public security, environmental protection, civil affairs, water affairs and other departments shall, according to their respective responsibilities, cooperate in the implementation of these provisions.

Street offices and town people's governments are responsible for the supervision and management of city appearance in their respective areas. Fifth advocate and encourage the neighborhood (village) committees to organize residents (villages) to formulate village rules and regulations for maintaining the appearance of the city, actively organize residents (villages) to participate in the management of the appearance of the city, and create a clean, beautiful and civilized environment. Sixth all units and individuals have the obligation to maintain the appearance of the city, and have the right to discourage and report violations of these provisions.

the municipal competent department of city appearance and the administrative law enforcement organ of city management shall set up a complaint telephone number to accept relevant complaints and reports, and shall reply the complainant within fifteen working days from the date of accepting the complaint. Article 7 The municipal competent department of city appearance shall, jointly with the relevant administrative departments of city planning, development and reform, housing construction, public security, water affairs, environmental protection, etc., prepare special plans for urban outdoor advertising facilities, landscape lighting, professional car washing stations, temporary parking lots, etc., and implement them after being reported to the Municipal People's Government for approval.

the municipal competent department of city appearance shall, according to the relevant city planning and the current relevant standards of the state and this province, formulate the city appearance standards of this city in combination with the actual situation of this city, and implement them after being approved by the Municipal People's Government.

all kinds of special plans and city appearance standards shall be announced to the public within 3 days after the approval of the municipal people's government and subject to public supervision. Article 8 No unit or individual is allowed to change the fa? ade of buildings and structures without authorization. If it is really necessary to change it, it shall be reported to the municipal planning department for approval.

the shapes, colors and styles of buildings and structures facing the street should be in harmony with the surrounding landscape. The owner or manager shall not change the original design style and color of buildings and structures without authorization.

in violation of the provisions of the preceding two paragraphs, the urban management administrative law enforcement organ shall order it to make corrections within a time limit and impose a fine of not less than 1, yuan but not more than 5, yuan. Article 9 The setting of the fa? ades of street-facing buildings in main roads, secondary roads and key areas determined by the Municipal People's Government, the installation of doors and windows, outdoor air conditioners and awnings, and other behaviors that change the fa? ades shall ensure safety and beauty, and shall not violate the requirements of urban design. In violation of the provisions, the urban management administrative law enforcement organ shall order it to make corrections within a time limit and impose a fine of more than 4 yuan and less than 2, yuan; If it fails to make corrections within the time limit, it shall be forcibly transformed or dismantled according to law, and the expenses required shall be borne by the violator.

The fa? ades and other facilities of main roads, secondary roads and buildings and structures in key areas determined by the Municipal People's Government should be kept clean and intact, and cleaned, painted and decorated regularly. In violation of the provisions, the urban management administrative law enforcement organ shall order it to make corrections within a time limit and impose a fine of more than 4 yuan and less than 2, yuan.

The windows, balconies and roofs of main roads, secondary roads and buildings facing the street in key areas determined by the Municipal People's Government are not allowed to dry, hang or pile up articles. In violation of the provisions, the urban management administrative law enforcement organ shall order it to make corrections within a time limit and impose a fine of more than 6 yuan and less than 3 yuan.

the scope of key areas shall be put forward by the municipal municipal administrative department in conjunction with the relevant administrative departments, and announced to the public after being approved by the Municipal People's Government. Article 1 It is forbidden to hang or dry articles on trees, guardrails, road signs, telephone poles and other facilities on both sides of urban roads and other public places. In violation of the provisions, the city administrative law enforcement organ shall order it to make corrections and impose a fine of more than 6 yuan and less than 3 yuan. Eleventh no unit or individual may occupy urban roads, bridges, underpasses and other public places without authorization to set up stalls and sell goods. In violation of the provisions, the city administrative law enforcement organs shall be ordered to make corrections; Those who refuse to make corrections shall be fined from one hundred yuan to five hundred yuan, and the articles and tools of the violator may be detained.

the operators of street shops in main roads, secondary roads, squares and key areas determined by the municipal people's government shall not operate outside their stores beyond the doors and windows. In violation of the provisions, the city administrative law enforcement organ shall order it to make corrections and impose a fine of more than 6 yuan and less than 3 yuan.
