According to the development of social work talents in our city, combined with the objectives and tasks of social talent team construction in various places, in xx, we will strive to achieve three development goals, complete seven development tasks and strengthen three safeguard measures.

Development goals

At present, there are only 40 social workers with social work professional background or professional qualification certificate. According to the requirements of professionalization and specialization of social work, through external introduction and internal training, we will strive to add 50 social work talents every year, further expand the scale of social work talents, enhance the professional ability of social work talents, and build a team of social work talents with reasonable structure and excellent quality.

1, increase external introduction. Focus on introducing a master's degree or above in social work; Professional title above deputy high school; Social workers of Grade 3 or above; Experts and scholars who have won provincial and above government awards; Key institutions or professionals with bachelor degree or above who are in short supply.

2. Strengthen internal cultivation. Entrust professional institutions with training qualifications to conduct theoretical and practical training for social workers, and encourage qualified personnel to participate in the professional qualification appraisal and professional title evaluation of social workers.

3. Strengthen professional services. Promote the specialization of social work in the fields of community work, community service, social assistance, population and family planning, medical and health care, schools, families and other related social management and public services, as well as children, adolescents, the elderly, women, the disabled and floating population.

There are two main types of social work posts in the city: one is in civil affairs, education, culture, health, labor, letters and visits, population and family planning, public security, justice, trade unions, youth league committees, women's federations, disabled persons' federations and other departments; The other is to set up social worker posts in social welfare and social assistance institutions, schools, hospitals and communities. In order to promote the all-round development of social work talents and achieve the predetermined development goals, we should focus on seven tasks:

1. Implement professional standards and strengthen industry norms. In accordance with the requirements of the "Professional Standards for Social Workers", we will promote the access system for social workers' professional qualifications, strengthen the certification of social workers' qualifications, and encourage and guide professional posts to use people with professional qualifications; At the same time, establish and improve the access system of social work institutions and strengthen the construction of industry norms.

2. Strengthen professional training and improve the quality of talents. Improve the training program, optimize the curriculum, invite social work theory and practice experts, conduct social work rotation training for managers, and conduct social work professional training for social work talents and social work-related managers. At the same time, strengthen cooperation with universities, hold high-level social work seminars, and promote the leadership positions of public services and social management departments and the heads of social work institutions.

Strengthen the training of social work talents in institutions and institutions. When recruiting civil servants and staff of public institutions, public service and social management departments give priority to those who have obtained the professional qualification certificate of social work and have worked in the field of social work for more than two years; Through special training, lectures, social work practice, etc. Implement social worker rotation training for civil servants and staff of government agencies and institutions; The social work training for new civil servants in public service and social management departments requires obtaining professional qualification certificates within two years.

First, improve the service quality and reduce the recurrence probability.

2. Carefully track and evaluate the implementation of participants in the green drug rehabilitation and relapse prevention project.

3, the introduction of peer counseling services, hire one or two local successful drug addicts as counselors, regularly carry out assistance and education activities, to speak for themselves.

4. It is planned to develop parents' love for children-a happy home, and set up special lectures on drug knowledge, drug rehabilitation psychology, parent-child skills, etc., to improve the family's ability to help quit, create parent-child interaction conditions, and strengthen the function of the case owner's natural support system.

Second, strengthen anti-drug propaganda and build Songjiang brand.

1. Help and education and prevention are two important wings of drug control work, and prevention can be said to be the most effective treatment. In view of the current trend of younger drug addicts, teenagers are susceptible groups, and at the same time, they tend to pay more attention to the drug prevention education of school students, while students in technical secondary schools, vocational schools and technical schools are the people with the worst innate immunity, so we can focus on this group. It is planned to sign an agreement with the Youth Insurance Office of the District Education Bureau. One is to carry out five activities, namely reading an anti-drug book, watching an anti-drug movie, writing an anti-drug experience, holding an anti-drug theme class meeting and visiting an anti-drug exhibition. Second, class teachers recommend problem students, and social work stations set up anti-drug parent schools, so that families, schools and society can work together to establish a long-term protection mechanism for high-risk teenagers to resist drugs. In addition to traditional heroin, the harm of new drugs such as amphetamine should also be paid attention to.

2. Social work in Foshan is now in its infancy. As the first professional social work organization in Nanhai, we have the obligation to contribute to the development of social work. Although in the past year, we have carried out services for teenagers and the elderly, brought services into communities and families, and constantly promoted the service mode of social workers, residents' understanding of social work is still not high, and departments at all levels still lack understanding of the content, methods and significance of social work professional services.

In the future central work, we will take it as our responsibility to strengthen the construction of social workers in Nanhai and even Foshan, develop social work, continue to adhere to the professional concept of social work, emancipate our minds, overcome difficulties and boldly explore according to the service procedures of social work, and actively try to train and publicize social work knowledge, develop social work posts and intervene in social work professional services, explore localized service models and accumulate experience that can be popularized.

Second, do two jobs well: self-construction and social worker publicity.

The center will publicize the knowledge of social workers through in-depth community publicity, newspapers and the Internet.

Going deep into the community: The center will hold activities in the community from time to time on holidays, so that residents can have a deeper understanding of social workers when participating in the activities. The success of the center in Nangui and Guiyuan communities in the past year fully proves the feasibility of this approach. This year, we will step up publicity and expand the scope of publicity.

2. Media: strive to cooperate with local media in Foshan, such as Foshan Daily, Zhujiang Times, Nanhai TV Station, etc., and publish the activity newsletter of the center to publicize the social worker culture, so that residents can better understand social workers in their daily activities.

3. Website: Blog and Weibo have been opened on Sina and other online media, and the activities and projects of the center are updated regularly and timely. Strive to complete the construction of the center website within this year.

4. Publicity special issue: through various brochures such as activity leaflets, project newsletters, monthly reports and annual reports, the service information will be delivered in time, and the dynamic introduction of center services will be strengthened.

Third, build three brand projects: serving the elderly, serving the young and building social workers.

(a) to carry out services for the elderly with the old-age care institutions as the carrier.

The aging society calls for the intervention of professional services, and the elderly in pension institutions need the comfort of social workers. After evaluating the present situation of the elderly service in Nanhai and integrating the existing resources of the center, under the guidance of Foshan City and Nanhai District Civil Affairs Bureau, the center positioned the elderly service as an in-depth service of social work for the elderly.

The first is to carry out a pilot project to build a team of social workers in Guicheng Recreation Center for the Elderly. With the support of Guicheng Guan Ai Fund, the center will provide professional services in Guicheng Recreation Center for the Elderly. Including the establishment of social work department, the establishment of social work posts, the establishment of various rules and regulations for social work services, the creation of hospital social work culture, the construction of professional teams of employees, and the development of professional services for the elderly. By integrating resources such as volunteers, venues, facilities and equipment inside and outside the hospital, we will provide adequate resource services for the elderly; Help the elderly to establish self-help and mutual aid organizations to meet their needs and improve their quality of life.

The second is to carry out social worker supervision training in Xiqiao Welfare Center. With the support of Xiqiao Town Government, we adopted the mode of 1 1 cooperation in which the government sent social workers and institutions sent supervisors, integrated the professional resources of social workers in Hong Kong and Taiwan, and provided systematic and professional training for employees of Xiqiao Welfare Center. Professional supervisors stationed in Xiqiao Welfare Center regularly provide professional guidance, and provide timely and effective professional support for Xiqiao Welfare Center in social worker post setting, rules and regulations formulation, hospital culture construction, professional team training, and professional service development.

The third is to expand the services of other pension institutions. Continue to strengthen communication with other old-age care institutions in the South China Sea, explore service models, seek ways of cooperation, and establish a professional brand to serve the elderly.

In the past year, we shared the experience of 430 Power Express and Sunshine Partner Volunteer Camp, and gained an important understanding of the youth service area of the center. Schools are also a link between families and communities, providing space and conditions for the intervention of professional services. Therefore, this year, the youth service of the center took the form of resident social workers and began to explore new service models.

Plan the Sunshine Motivated Student Support Program, win the support of Love Fund, and start the pilot project in two middle schools (one township and one city) in Guicheng. On the one hand, it studies the education and teaching mode of rural and urban schools and the behavior characteristics of teenagers, and provides professional counseling for teenagers in study, life and emotion with the help of professional methods, and explores different intervention modes of school social work services; On the other hand, the communication and cooperation modes among social workers, teachers and parents are discussed, and the intervention modes of social work are summarized. At the same time, through professional social work services, we will help young people in need to get timely services, carry forward the spirit of loving themselves, others, helping others and caring for themselves, and cultivate a new generation full of vigor and health.

Through on-campus social work service, we will further promote school social work, care about the all-round development of teenagers, implement a whole-person plan to train teenagers, help young students face up to the current situation of life, tap their own potential, cultivate good interpersonal skills, promote their all-round healthy growth, become a member of Guicheng volunteers, and participate in the action of loving home and Guicheng.

(3) Strengthening the construction of social workers by means of training.

Accelerating the construction of local social workers and further promoting the localization of social work is another important work of the center this year. First, through the pre-test counseling of the social work professional level examination, help candidates master the contents of the examination outline, strengthen their understanding of the teaching materials, improve their ability to take the exam, and improve and accelerate the transformation of talents; Second, through special training, further popularize social work knowledge, improve work efficiency, and enhance social work service concepts and skills; Third, through business visits, exchanges and practical training, we will broaden the professional service methods of local service personnel and speed up the construction of social work professionals.
