1. Commercial and administrative comprehensive service center: located in the northeast of the intersection of Jiuhua Avenue and Mercedes-Benz Road, with an area of about 3.5 kilometers.

2. Industrial production area: it is mainly located in the area west of Changtan West Line and north of Shangrui Expressway, including the existing industrial area east of Changtan West Line, with an area of about 22.2km.

3. Science and Technology Incubation Comprehensive Supporting Area: West of Changtan West Line, the hatchback of Mercedes-Benz Road, with an area of about 2.8km, makes full use of the scientific and technological resources of Hunan University of Science and Technology, Xiangtan University and other universities to provide sufficient scientific and technological innovation for the development of the industrial zone.

4. Supporting residential area: mainly the area between Jiuhua Avenue and Xiangjiang Road north of Shangrui Expressway; South of Shangrui Expressway, the area between Jiuhua Avenue, South Avenue and binjiang road; The area is about 24.5km.

5. Logistics Park: It is divided into two parts. The eastern logistics park is based on the existing Xiangjiang 1,000-ton wharf. Jiuhua Logistics Park, Jinxia Logistics Park, Datuopu Logistics Park and Shifeng Logistics Park form the Changsha-Zhuzhou-Xiangtan logistics system. The west will rely on Tan-Mn Railway to form a railway freight logistics park. The total area of the logistics park is 3.0km.

6. High-speed rail comprehensive supporting area: west of Changtan West Line, the hatchback area of Great Wall Road, with an area of 4.5km, forms a modern and efficient comprehensive supporting area combined with the construction of Shanghai-Kunming-high-speed railway station.

7. Tourism and leisure service area: the area east of Xiangjiang Road, facing Zhaoshan Scenic Area across the river, with an area of 4.5 kilometers. It is planned to combine the node construction of "Xingmazhou" (Lucky Island) scenic spot in Xiangjiang Scenic Area, highlight Xiangjiang Scenic Area and Zhaoshan Scenic Area, develop high-grade sports, leisure and entertainment services, and build a riverside paradise.

8. University Science and Education Zone: refers to the planned Hunan University of Science and Technology and Hunan Institute of Software, with an area of 3.5km.

9. Strategic land development area: the intersection of Jiuhua Avenue and Great Wall Road, with an area of 9.5 kilometers, is planned as a strategic reserved development area for three central urban areas of Changsha, Zhuzhou and Xiangtan. It is planned to form a skeleton road network of "one road, four verticals and five horizontals" by the main passage of the main road. -"All the way" refers to binjiang road, and binjiang road is a scenic road along the river.
