Chapter I General Provisions

Article 1 In order to standardize the management of police auxiliary personnel in public security organs, rationally plan the career development space of police auxiliary personnel, establish and improve the salary system that conforms to their professional characteristics and embodies classified and hierarchical management, and give full play to the role of police auxiliary functions, these Measures are formulated in accordance with relevant laws, regulations and policies, combined with actual work.

Article 2 The term "police auxiliary personnel" as mentioned in these Measures refers to non-people police personnel who are recruited for the society according to the development of social security situation and the actual needs of public security work and provide auxiliary support for the daily operation and police activities of public security organs. They are collectively referred to as "auxiliary police", including civilian auxiliary police and service auxiliary police.

These Measures shall apply to the evaluation, promotion, reduction and salary management of the auxiliary police rank of public security organs in the whole province.

Article 3 The hierarchical management of auxiliary police should emphasize political standards, pay attention to work performance, and adhere to openness, fairness, scientific standardization, competitive selection and continuous encouragement.

The salary management of auxiliary police follows the principle of "fairness, promotion and encouragement", and reasonably determines the salary according to the post responsibilities, service years, performance appraisal and post differences of auxiliary police.

Article 4 Under the unified leadership of the people's governments at or above the county level, all relevant departments should strengthen coordination and cooperation, perform their respective duties, form a joint force, and do a good job in the management of auxiliary police grades and salaries.

Public security organs at or above the county level are mainly responsible for the rating, promotion and demotion, revocation management, review and payment of auxiliary police wages.

The human resources and social security department at or above the county level is mainly responsible for guiding or working with the public security organs at the same level to determine the salary structure and standards of local auxiliary police and implement social security.

The financial department at or above the county level is mainly responsible for the protection of the auxiliary police related funds into the fiscal budget at the corresponding level.
