1. Scope of application

The guiding standards for the job structure proportions of primary and secondary schools and kindergartens are applicable to senior high schools, junior high schools, primary schools and kindergartens organized by state agencies or other organizations using state-owned assets and included in the establishment and management scope of public institutions.

2. Position Categories, Names and Levels

Positions in primary and secondary schools and kindergartens are divided into three categories: management positions, professional and technical positions, and work skills positions.

(1) Management positions

The names of management positions in primary and secondary schools and kindergartens shall use the job titles employed (employed, appointed) by the cadre and personnel management department. The position of employment (appointment, appointment) corresponds to the corresponding level of staff position.

(2) Professional and technical positions

Professional and technical positions are divided into main series of professional and technical positions and auxiliary series of professional and technical positions.

The main series of professional and technical positions are teacher positions.

1. The names of the senior professional and technical positions are the first-level post of full senior teacher, the second-level post of full senior teacher, the third-level post of full senior teacher, and the fourth-level post of full senior teacher, which respectively correspond to the first to fourth-level professional and technical positions;

Primary schools and kindergartens: The number of teacher positions generally accounts for no less than 90% of the total number of school positions, and the number of management positions, auxiliary professional and technical positions, and work skills positions generally does not exceed 10%.

IV. Post grade structure ratio

(1) The highest grade and structure ratio of management positions are based on the specifications, scale, staffing and affiliation of primary and secondary schools and kindergartens, and in accordance with cadre personnel Determine management regulations and authority. Management positions with leadership responsibilities are set according to the number of unit leadership positions and internal organization leadership positions approved by the organizational establishment department. Other management positions are set according to staffing and work needs and correspond to the corresponding levels.

(2) The highest level and structural proportion of professional and technical positions are determined based on factors such as the functions, specifications, and professional and technical levels of primary and secondary schools and kindergartens.

The establishment and evaluation of senior professional and technical posts in primary and secondary schools and kindergartens are carried out in accordance with relevant national and provincial regulations. When first hired, they should be employed in professional and technical level four positions. The employment period is generally not less than 5 years. Upon expiration of the employment period, they can be renewed according to relevant regulations. After being hired, they must be engaged in teaching and scientific research on the front line. There are currently no senior positions for the auxiliary series of professional and technical positions in primary and secondary schools and kindergartens, and their highest level should be lower than the highest level of the main series. V. Other related issues

(1) Primary and secondary schools and kindergartens should study and formulate positions within the approved staffing (total personnel control) in accordance with the prescribed procedures and relevant requirements. Establishment (adjustment) plan, the establishment of positions should be consistent with the nature, development scale, approved staffing and work tasks of the unit.

(2) The position setting should remain relatively stable within a certain period of time, and positions of different categories and levels must not be misappropriated from each other. If there are changes in the functions, tasks, and organizational establishment (total personnel control) of primary and secondary schools, they must study and formulate job adjustment plans based on business development and actual conditions and in accordance with relevant regulations and requirements, and make timely job adjustments according to the approved job setting plan.

(3) The job setting in primary and secondary schools must adapt to the needs of the new curriculum reform. The structural ratio of advanced and intermediate professional and technical positions among similar schools within the county should be maintained relatively balanced, and it is necessary to ensure that schools in rural areas are not lower than the standards of similar schools in urban areas.

(4) For primary and secondary schools and kindergartens of the same category and level, according to their different functions, tasks, scales and professional and technical levels, within the prescribed job levels and structural proportions, the highest level and applicable job setting shall be Structural proportions should be different.

(5) The school authorities can centrally control the number of posts in similar schools based on the post structure proportion standards, and leave a certain number of vacancies for senior posts to cultivate and introduce high-level urgently needed talents. .

(6) Vocational high schools and vocational junior high schools are implemented according to the high school and junior high school job levels respectively. Special education schools with high school education shall follow the post structure ratio of high schools, and other special education schools shall follow the post structure ratio of junior middle schools.
