In order to further strengthen the construction of the talent team of our city’s public institutions and optimize the team structure, according to relevant national and provincial and municipal policies and regulations as well as our city’s actual situation, after research and decision, our city’s 2021 Municipal public institutions openly recruit (select and transfer) 346 staff members. The relevant matters are now announced as follows:
1. Recruitment (selection) principles
(1) Adhere to the employment standards of having both ability and political integrity and putting morality first;
(2) Adhere to the principles of openness, equality, competition and merit selection.
2. Recruitment (selection) positions, plans and requirements
There are 346 open recruitments (selections), including: 336 open recruitments to the public (see attachment 1 for details); 10 people will be openly selected for on-the-job staff (excluding service personnel) from municipal and county-level government agencies and institutions in Zhuzhou City (see Appendix 2 for details).
3. Recruitment (selection) conditions
(1) Recruiting personnel to the public must meet the following basic conditions:

3. Persons suspected of violating laws and crimes and are undergoing judicial investigation that has not yet reached a conclusion;
4. 1. This open recruitment (selection) adopts the online registration method. Applicants are required to log in to the Zhuzhou Personnel Examination Network www.zzksw.com.cn, enter the "2021 Zhuzhou Municipal Public Institutions Open Recruitment (Selection) Staff Registration Portal", fill in the information as required and upload electronic photos. Applicants can only choose one position to register for. The registration information should be true, accurate and comprehensive, and they should be responsible for their own filling. The ID card used to register and take the exam must be the same.
Candidates can download and print the admission ticket online. The download and print time is from 9:00 am on August 18, 2021 to 17:00 pm on August 20, 2021.
2. Relevant requirements
Applicants’ majors should be filled in strictly in accordance with the graduation certificate. The majors for this recruitment (selection) are based on the "Hunan Provincial Professional Guidance Catalog for Civil Servants Recruited for the 2021 Examination". If the major studied has been listed in the "Hunan Province 2021 Examination Recruitment Professional Guidance Catalog for Civil Servants" but is not included in the major for the recruitment position, it does not meet the application conditions; the major studied has not been included in the "Hunan Province 2021 Examination Recruitment Professional Guidance Catalog" 》, the recruitment (selection and transfer) unit shall put forward its opinions and report them to the Municipal Human Resources and Social Security Bureau for identification.
Applicants should obtain graduation certificates and degree certificates before July 31, 2021, and they must be nationally recognized academic qualifications (degrees). Completion certificates, graduation certificates, etc. do not meet the requirements. The deadline for fresh doctoral graduates can be relaxed until December 31, 2021; those who have obtained foreign (overseas) academic qualifications must obtain academic qualification certification from the Study Abroad Service Center of the Ministry of Education before July 31, 2021. If the application is not obtained within the specified period, the qualification will be cancelled.
For positions recruited for 2021 general college graduates, applicants must pass the national unified college entrance examination or graduate entrance examination, study in domestic general colleges and universities or scientific research institutions responsible for postgraduate education, and attend During this period, personal files and organizational relationships will be kept at the school (or scientific research institution) where they are studying, and students who will graduate before July 31, 2021 (fresh doctoral graduates can graduate before December 31, 2021).
Personnel who are publicly selected must provide a certificate of consent to apply (stamped with the official seal of the unit) issued by a unit with personnel management authority.
If the recruitment position clearly requires work experience, the applicant must provide supporting materials such as proof of work experience (stamped with the official seal of the work unit) or labor (appointment) contract. Participating in social practice, internships, part-time work, etc. while studying in full-time school cannot be regarded as work experience. The number of years of work experience is calculated cumulatively based on full years and full months, with July 31, 2021 as the deadline.
The majors set up in this recruitment do not distinguish between professional master's degree and academic master's degree.
6. Qualification review
The employer conducts a qualification review of the applicants according to the job recruitment conditions. The qualification review runs through the entire recruitment process. If it is found at any link that the applicant does not meet the job registration conditions or If the materials provided are fraudulent, once verified, the applicant will be disqualified from the examination or employment.
Qualification review is divided into preliminary qualification review and qualification review.
(1) Preliminary review of qualifications The employer will conduct a preliminary review of qualifications for applicants who apply online based on the job recruitment (selection) conditions. Those whose applications have not yet been reviewed or who have not passed the preliminary qualification review can apply for other positions. Those who pass the preliminary qualification review cannot apply for other positions.
(2) Qualification review The qualification review will be conducted after the written test. The applicants will be ranked according to the written test scores for the same position, and the qualification review objects will be determined according to the ratio of 1:3 to the number of positions recruited (if the ratio is not reached, all will be determined subject to qualification review). The time and place of the qualification review will be notified later.
(3) Qualification review content The qualification review mainly checks the applicant’s ID card, admission ticket, graduation certificate, degree certificate, as well as qualification certificates and related certificates required for the position.
(4) Applicants who fail to undergo qualification review as required will be deemed to have given up the qualification review.
(5) Those who fail the qualification re-examination or give up their qualifications will be re-submitted in equal amounts according to their ranking in the written examination.
VII. Examination
(1) Exam opening ratio
In principle, the ratio of the number of job applicants to the recruitment (selection) plan shall not be less than 3:1. For a small number of positions with special majors that are indeed difficult to compete for, the proportion of examination openings may be appropriately reduced, and the job recruitment plan may be reduced or canceled based on the actual situation.
(2) Examination method
Open recruitment (selection) is conducted through written examinations, interviews, practical ability tests, etc. (scores are calculated on a hundred-point scale). Please refer to Appendix 1 and Appendix 2 for the specific examination methods and main contents of the written examination for each position.
Written test: All candidates who have passed the preliminary qualification review will take part, and it will be a closed-book test.
Interview: All candidates who have passed the qualification review will participate, and a structured interview will be conducted. The interview will mainly assess the applicant's appearance, language expression ability, comprehensive analysis ability, etc.
Practical ability test: All candidates who have passed the qualification review will participate. It mainly tests the applicant’s business work ability and skills. Comprehensive score synthesis

Comprehensive score = written test score × 40% + interview score × 30% + practical ability test score × 30%
The comprehensive score is rounded to three digits after the decimal point, and the remaining scores are rounded to two digits after the decimal point.
Set the comprehensive score qualifying score to 60 points (unless otherwise required by the unit). If all applicants for the same position fail to reach the qualifying score, the recruitment plan for the position will be cancelled.
(3) Examination time and location
Please see the admission ticket for the time and location of the written examination for open recruitment (selection). The time and location of the interview and practical ability test will be notified later.
Applicants must bring a valid ID and an admission ticket printed from the Internet to take the exam. Those who are missing one of the two certificates will not be allowed to take the exam.
8. Physical examination and inspection?
The applicants will be ranked according to their comprehensive scores for the same position (if the comprehensive scores are the same, the written test scores will prevail), and the ratio will be 1:1 according to the number of positions recruited. Determine physical examination and inspection personnel in equal amounts.
The physical examination will be carried out in accordance with the recruitment standards for civil servants, and drug abuse testing will be added. ?
Those who pass the physical examination will enter the inspection process, which will mainly examine compliance with laws and regulations, ideological and political performance, moral character, business capabilities, work performance, etc., and review the qualifications of the candidates. ?
For those who fail the physical examination or examination or give up their qualifications, the recruitment (selection) unit and the comprehensive personnel management department of the public institution will decide whether to replace the candidates. If they do, they will be replaced in equal amounts according to the comprehensive performance ranking of the applicants for the same position. , no more than 2 replacements can be made. ?
9. Public announcement and employment?
Based on the test scores, physical examination and inspection results, the personnel to be recruited (selected) will be determined and announced to the Zhuzhou Municipal Human Resources and Social Security Bureau 7 working days. If there is no objection after being announced, the employment (selection and transfer) procedures will be handled according to relevant procedures. Sign an employment contract and implement a probation period, which is included in the employment contract period. Those who pass the probationary period will be formally employed; those who fail to pass will be cancelled.
