Article 2 These Measures shall apply to blood donation and related management activities within the administrative area of this Municipality. Article 3 The Municipal People's Government shall exercise unified leadership over blood donation within its administrative area, ensure the funds for blood donation, and organize and coordinate relevant departments to do a good job in blood donation.

Seventh municipal radio and television, press and publication, culture and other competent departments should do a good job in social welfare and popular science propaganda of blood donation, and cooperate with blood donation month activities to do a good job in publicity and mobilization.

the competent departments of traffic management, city appearance and environmental sanitation, and municipal utilities of public security organs should support the blood collection work of mobile blood collection vehicles and provide convenient conditions.

all kinds of schools should incorporate the scientific knowledge of blood and blood donation into health education courses or offer special lectures. Article 8 The Municipal People's Government shall reward units and individuals who actively participate in blood donation and have made remarkable achievements in blood donation. Article 9 The downtown blood station is the only institution engaged in blood collection and blood supply in this city, and it is a non-profit-making public welfare organization. It shall perform the following duties:

(1) Set up fixed and mobile blood collection points in counties (cities) and districts to provide blood donors with safe, hygienic and convenient blood collection equipment, instruments and environment, and provide good blood collection services;

(2) Actively recruit unpaid blood donors, and do a good job in blood collection and preparation, and blood supply for medical and clinical use;

(3) To undertake the guidance of blood use business and the quality control and management of blood storage in medical and clinical blood use institutions in the blood supply area;

(4) to carry out the preparation and promotion of component blood according to national requirements;

(5) Do other work related to blood donation activities. Article 1 Staff engaged in blood collection, preparation and blood supply in downtown blood stations shall meet the requirements of post qualification, must have professional qualifications, receive post training and assessment on blood safety and business, and receive post training certificate before taking up their posts. Eleventh blood donors with valid identity documents to participate in blood donation.

The blood station in the city center shall, in accordance with the regulations of the national health department, conduct necessary health examination for blood donors free of charge; If the physical condition does not meet the requirements for blood donation, the blood station in the city center shall explain the situation to him and shall not collect his blood. Twelfth blood donors can donate 4 ml, 3 ml, 2 ml at a time, and the maximum amount shall not exceed 4 ml. The interval between two whole blood donations shall not be less than 18 days. Is really in urgent need of rescue, rare blood group blood donors can shorten the blood donation interval under the principle of voluntariness, but the whole blood donation interval shall not be less than 9 days.

blood component can be divided into one treatment unit and two treatment units respectively. The interval of blood donation by machine shall not be less than 28 days. 9 days after donating whole blood, blood component can be donated.

after the blood donors have finished donating blood, the blood station in the city center shall issue the blood donation certificate printed by the national health department to the blood donors in time. Article 13 Blood donors, their spouses, parents and children can enjoy the following rewards for blood use: < P > (1) If the blood donors themselves need blood for medical and clinical use within 5 years after blood donation, they can enjoy 3 times of their blood donation free of charge; If you need blood for medical clinical use after 5 years, you can enjoy free blood use equal to your blood donation.

(2) If blood donors donate more than 1, ml (including 1, ml) of whole blood or donate more than 5 treatment units (including 5 treatment units) in blood component, I will enjoy free medical blood for clinical use for life.

(3) The spouses, parents and children of blood donors can enjoy the same amount of blood donated by blood donors for free when using blood in medical clinic.
