Respect the funeral customs of ethnic minorities. If ethnic minorities who practice the custom of burial voluntarily practice cremation, they should be supported and no organization or individual may interfere. Article 4 Tianshan District, Shayibak District, Xinshi District, Shuimogou District, Toutunhe District, Dongshan District and Dawan Township, Ergong Township, Diwobao Township and Qidaowan in Urumqi County within the administrative region of this city The townships, Shishihu Township, Liushihu Township, Qinggedahu Township and Anningqu Town are areas where cremation is implemented; Nanshan Mining Area and other townships and towns in Urumqi County are temporarily designated as areas where burials are allowed. Article 5 The Civil Affairs Bureau is the administrative department in charge of funeral and interment management in this city and implements unified management of the funeral and interment industry in this city. The Municipal Funeral Management Office to which it belongs is specifically responsible for the funeral management of this city.

The district and county civil affairs bureaus are responsible for the management of relevant funeral activities within their respective jurisdictions according to their respective responsibilities.

The municipal public security, industry and commerce, price, construction, health, planning, land, environmental protection, city appearance and environmental sanitation, ethnic and religious administrative departments and other administrative departments shall, in accordance with their respective responsibilities, coordinate the funeral management work. Article 6 People's governments at all levels shall strengthen leadership over funeral and interment work and include the development of the funeral and interment industry in the national economic and social development plans. Article 7 Agencies, groups, enterprises and institutions, residents' (villages) committees and other organizations shall carry out publicity and education work on funeral reform in their own units or regions.

Departments of culture, press and publication, radio and television, and other departments should adopt various forms to promote funeral reform and change customs. Chapter 2 Cremation Management Article 8 The remains of the deceased in the cremation area, except for ethnic minorities who practice burial customs, will be cremated.

After the remains are cremated, the funeral home should issue a cremation certificate. For those who enjoy funeral benefits, the unit of the deceased will pay funeral expenses based on the cremation certificate of the deceased. Article 9 The remains of a person who died normally shall be cremated with a certificate issued by the deceased’s unit or residents’ (village) committee.

Unknown remains and ownerless remains of normal deaths will be cremated with a certificate issued by the civil affairs department.

The remains of abnormal deaths and those involved in criminal cases shall be cremated with a certificate issued by the public security agency at or above the county level.

If the cremated ashes of unidentified remains and ownerless remains are not claimed within 30 days, the funeral home shall handle them by itself. Article 10 After receiving the notification of the remains that should be cremated, the funeral service unit shall pick up and transport the remains according to the time and place scheduled with the funeral director, and perform necessary technical treatment on the remains to ensure hygiene and prevent contamination. Article 11 It is advocated to place ashes in various ways such as deep burial, spreading, storage and using trees instead of tombs, and it is encouraged not to retain ashes. The ashes shall not be buried in coffins or scattered into water sources for livestock drinking. Article 12 If ashes are stored in the ash hall for more than 10 years, an additional storage fee will be charged. The specific charging standards shall be subject to approval procedures in accordance with the law. Chapter 3 Burial Management Article 13 The remains of the deceased in the burial area shall be buried in a cemetery or a public welfare cemetery. Article 14 The remains of deceased persons of ethnic minorities who practice the custom of burial in the cremation area shall be buried in the cemetery.

Ethnic minority and Han cemeteries or public welfare cemeteries that practice burial customs should be established in burial areas.

It is prohibited to bury indiscriminately or to restore or establish clan cemeteries. Article 15 The burial area shall not provide burial graves for the deceased persons who should be cremated in the cremation area.

It is prohibited to build inhumation graves for non-dead persons. Article 16 The construction of a cemetery shall comply with urban planning, use barren mountain ridge land, and shall not occupy cultivated land, forest land or pasture.

It is prohibited to build cemeteries within 500 meters of scenic spots, cultural relic reserves, drinking water source reserves and reservoirs, and on both sides of rivers; it is prohibited to build cemeteries within 300 meters of both sides of railways and highways. Existing graves in the above-mentioned areas, except those protected by the state, will be moved out or destroyed within a time limit by the civil affairs administrative department in conjunction with the planning, land, environmental protection, construction, ethnic and religious departments and other relevant departments. Article 17 Strictly control the land used for funerals and protect and conserve land resources. To bury remains, the area of ??a single tomb shall not exceed 6 square meters, and the area of ??a double tomb shall not exceed 8 square meters; for the burial of ashes, the area of ??a single tomb shall not exceed 1 square meter, and the area of ??a double tomb shall not exceed 1.5 square meters. Article 18 When a cemetery is occupied by urban construction, the owner of the grave shall be relocated within the informed time limit. If the grave owner fails to move within the time limit or the grave has no owner, the construction unit shall move it on his behalf. All graves that should be relocated must be moved to the cemetery or the remains must be moved to the cemetery. cremated. Article 19 If the tombs of revolutionary martyrs, tombs of famous figures, tombs of overseas Chinese ancestors, or ancient tombs with historical, artistic, and scientific value protected by the state need to be relocated due to urban construction land, they shall be handled in accordance with relevant national regulations. Article 20 Cemeteries and public welfare cemeteries should be planned and managed in a unified manner, and should be greened and beautified in accordance with regulations.

No unit or individual may damage cemetery facilities, dig sand or soil on both sides of the cemetery or the road leading to the cemetery, or dump snow or garbage.
