Can full-time government firefighters be formally established?

I can't. Full-time firefighters cannot be formally established. Full-time firefighters are also called contract firefighters. Contract firefighters cannot be formally established. Regular fire brigade belongs to career establishment, and contract firefighters must pass the open recruitment examination and pass the examination before they can become career establishment firefighters.
