How to standardize the management of community activities in secondary vocational schools
In order to encourage the development and expansion of community activities, standardize community activities. On the basis of the original framework of the Students' Union, a new department, the Management Center for Community Activities, will be established. In the spirit of standardization, orderliness, bold innovation and courage to try, and referring to the Regulations on the Management of Cadres of Dongsheng Student Union, the Regulations on the Management of Community Activities (Provisional) are formulated. Community activity management center is the main department to manage and supervise the community. Functions are as follows
The community management center ensures the independence of the community. Including: the independence of work and activity planning.
The independence of recruiting members. Independence of the general election.

Five, the club activity management center has the right to force the dissolution of non-compliant associations.
Six, the community activity management center belongs to the Communist Youth League student union, and the student community accepts the management and supervision of the community activity management center, but it does not belong to the Communist Youth League student union.
Chapter I General Provisions
Rule number one. In order to encourage the establishment of student associations, promote their healthy development and standardize their activities. Enrich students' after-school life and increase the influence and radiation of community activities. Let the community activities develop from simplification to diversification, from outshine others to a hundred flowers. According to the "Code of Daily Behavior for Middle School Students" issued by the Ministry of Education, referring to the "Regulations on the Management of Dongsheng Student Union Cadres" and combining with the reality of our school, these regulations are formulated.
Article 2. Student associations are mass organizations under the management and guidance of party organizations at all levels in schools. Specifically, it refers to a student organization formed voluntarily by students in our school, or initiated by the school, in which students voluntarily participate, in order to realize the common wishes of its members and carry out activities in accordance with its articles of association.
Article 3. Student club activities are an important part of campus cultural activities. Under the management and guidance of party organizations at all levels in the school, student associations should adhere to the four cardinal principles and actively carry out activities such as science, technology, culture, art and sports that are conducive to the growth of students, the construction of school spirit and style of study, and the healthy and prosperous development of campus culture.
Chapter II Incentive Conditions
Article 4. Societies registered under the Youth League Committee may ask the Youth League Committee Student Union to help them carry out activities, including contact places and necessary personnel support.
Article 5. Registered societies under the Communist Youth League Committee may require the Youth League Committee students to share the outreach results.
Article 6. Newly established registered societies can seek experience from the Youth League Committee Students' Union on how to carry out activities.
Article 7. Cadres or individuals who have made outstanding achievements in carrying out community activities may participate in the annual outstanding cadre selection of the Youth League Committee Student Union.
Article 8. League members or cadres who have made outstanding performance in carrying out community activities can be recommended as candidates for joining the League or joining the Party if they meet the requirements. The details are as follows:
(1) There is no bad record and no demerit in high school.
(two) good ideological and moral character, academic performance in Shenzhen above the average level.
(3) Individuals who have made significant contributions to the development of associations.
Chapter III Establishment of Student Associations
Article 9 When a student association is registered and established, it must apply according to the categories of student associations such as theoretical study, academic science and technology, literature and art, social science, voluntary service and physical fitness. A society can only apply for one type of registration.
Article 10: The management department of the student associations in our school is the Youth League Committee of our school, which authorizes the establishment, change and cancellation of registration of the associations in the activity management center of the Student Union.
Eleventh the establishment of a student association shall meet the following conditions:
(a) there are more than 5 students co-sponsored, the promoters must have the basic qualities necessary to carry out community activities, and have not been disciplined by the school;
(2) Having a standardized name and corresponding organization;
(3) Having a relatively fixed place for activities;
(four) at least one community instructor;
(5) Having standardized articles of association;
(6) Having its own characteristics;
(seven) the sponsor or applicant is a student or teacher of Dongsheng School;
The names of student associations shall conform to the provisions of laws and regulations and shall not violate campus civilization. The name of a student association should be consistent with its nature and accurately reflect its characteristics.
Article 12 To apply for the establishment of a student association, the promoters shall submit the following documents to the registration authority:
(1) Preparing an application;
(2) Draft articles of association;
(3) Basic information and student ID cards of the promoters and responsible persons;
(four) the basic situation and identity certificate of the instructor;
(5) Future development plan;
(six) the application form for the establishment of the association;
Article 13 The articles of association of a student association shall include the following items:
(1) Name and place;
(2) Goals and plans for future development.
(3) The purpose, scope and method of the activity;
(4) Types of student associations;
(five) members of the association and their rights and obligations;
(6) Organizational structure and principles;
(seven) the organization and management system, procedures and authority of the executing agency;
(eight) the principles of financial management and the use of funds;
(nine) the conditions, authority and procedures for the selection and removal of the person in charge;
(10) Procedures for amending the Articles of Association;
(eleven) the procedure for the termination of the association;
(twelve) other matters that should be stipulated in the articles of association;
Article 14 The registration authority shall, within 30 days from the date of receiving all valid documents listed in Article 12 of these Measures, make a decision on whether to approve or disapprove the preparation. A student association approved for establishment shall convene a general meeting of its members within 60 days from the date of approval of the establishment by the registration authority, adopt its articles of association, and produce an executive body and a responsible person. During the preparatory period, it is not allowed to collect membership fees or organize activities other than preparatory activities in the name of student associations.
Article 15 The registration authority shall, within 60 days from the date of approving the establishment, make a decision on whether to approve or disapprove the establishment. During the period, the specific inspection methods and detailed rules shall be formulated by the registration authority. Approved student associations should be announced by announcement or other means as soon as possible.
Article 16 The establishment of an association shall not be approved under any of the following circumstances:
(a) the purpose, content and scope of the Association do not conform to the provisions of Article 3 of these Regulations;
(2) The school already has student associations of the same or similar nature, so there is no need to establish them again;
(3) The promoters are punished by school rules;
(4) practicing fraud when applying for establishment;
(5) Upon the expiration of the approved establishment period, the number of preparatory associations shall not exceed 10; .
Remarks:
The name of the number and size of the club, one to five people can be called xx group, five to fifteen people can be called xx department, and more than fifteen people can be called xxx club. More than twenty-five people can be called xxx group. All of the above can be collectively referred to as association.
2. Members of the club who need to leave school or ask for leave during class hours should apply to the club activity management center in advance and use the leave slip of the Youth League Committee Student Union to go out after approval.
3. The funds for the activities of the Association shall be raised independently by the Association, and the sponsors shall be found and managed independently. The club activity management center only supervises the use of funds and does not participate in management and use.
4. If you need an activity venue, you can directly submit it to the club activity management center, which will arrange the venue according to the actual situation.
Chapter IV Management of Student Association Activities
Seventeenth associations are approved to be established, and they have the rights and obligations to organize and carry out activities of associations.
Eighteenth to carry out student association activities must follow the principles stipulated in article third of these regulations.
Nineteenth student associations and off-campus units jointly organize activities and invite off-campus personnel to the school for evaluation activities, which must be reported in writing to the competent department for approval one week in advance. The club management center shall report to the school youth league committee for approval in written form, and report to the school youth league committee for filing after approval.
Twentieth community activities are generally limited to extracurricular activities. Any member of a community who participates in community activities, if in conflict with the collective activities of the class at the corresponding level, must go through the leave formalities in accordance with the relevant provisions and use the official leave of absence from the Youth League Committee.
Twenty-first associations must submit their activity plans to the competent authorities at least ten days in advance before carrying out large-scale activities, and they must be approved or put on record.
Twenty-second associations should summarize and write relevant reports (pictures and words) in time after carrying out large-scale activities, and send them to the competent authorities in writing for the record as the basis for various evaluations.
Chapter V Supervision and Management of Student Associations
Article 23 The registration administration organ shall be responsible for the following supervision and administration:
(a) responsible for the registration and filing of the establishment, alteration and cancellation of student associations;
(two) the implementation of the annual inspection of student associations;
(three) to examine and approve the application of student associations to hire experts inside and outside the school as consultants;
(four) to supervise, inspect and deal with the violation of these regulations by student associations.
(5) Coordinate the activities of various societies.
Article 24: the funds of the student union must be used for activities stipulated in the articles of association. No one may occupy, privately divide, misappropriate the property of a student association, or distribute it among the members of the association.
When a student association accepts donations and subsidies, it must report the acceptance and use of donations and subsidies to the registration administration department and make them public to all members of the association.
Twenty-fifth student associations must abide by the financial management system of their schools and accept the supervision of the registration authority. Before changing or replacing the person in charge of a student association, the registration administration organ shall organize a financial inspection of it.
Twenty-sixth student associations shall regularly apply to the registration authority for registration, and the specific registration measures shall be formulated by the associations themselves. Student associations are not allowed to carve official seals. You can bring your own artistic seal and other signs, but it must be approved by the registration authority.
Article 27: Before carrying out large-scale activities, all associations must submit their activity plans to the competent authorities for approval or filing at least ten days in advance. Cross-school exchange activities conducted by student associations in the name of schools must be approved by the registration authority.
Twenty-eighth student associations can establish internal publications, but they must comply with national laws and regulations, school rules and regulations and other relevant regulations. The editing and distribution of internal publications must be examined and approved by the registration authority. The registration authority has the right to correct and suspend the publication of associations that violate the provisions of these regulations.
Twenty-ninth any of the following circumstances, shall not serve as or continue to serve as the person in charge of the student association:
(1) Being punished by school rules and regulations during school;
(two) the person in charge of the association was dismissed for violating the relevant regulations or the association was dissolved or revoked;
(three) other related matters that are not suitable for being the person in charge of the association.
Chapter VI Fund Management of Student Associations
Thirtieth students' club activities are mainly funded by school grants, membership fees, alumni donations, and sponsorship from off-campus units.
Thirty-first school community activities are generally funded by the school Youth League Committee. When undertaking large-scale school-wide activities, you can give appropriate support to the audit of relevant competent departments.
Article 32 When an association applies for funds from the Youth League Committee, it must submit a detailed activity plan and budget before the activity. After the Youth League Committee agrees, it can carry out the activity and submit a formal invoice for reimbursement after the activity.
Article 33 When collecting membership dues, an association must report the collection standard and total amount to the Youth League Committee of the school for the record, and must have reasonable and complete use procedures.
Thirty-fourth student club activities fees can only be used for club activities, and shall not be used for other purposes. Otherwise, the competent department may punish and detain the relevant personnel according to the circumstances. In addition, if the circumstances are serious and the amount involved is large, it can be turned over to the public security organ.
Chapter VII Organization of Student Associations
Article 35: The general meeting of student associations is composed of members. The general meeting of members is the highest authority of student associations, and exercises its functions and powers in accordance with the provisions of these Measures.
Article 36 The general meeting of members shall exercise the following functions and powers:
Election and replacement of community leaders
(two) to examine and approve the work report of the person in charge.
(3) To decide on matters such as the alteration and cancellation of the association.
(four) to amend the articles of association
(five) to supervise the financial activities of associations.
Article 37 The general meeting of members of the Association shall be held once every semester, and the resolutions formed by the general meeting shall be reported to the registration administration department for approval and filing.
Article 38: The resolution of the general meeting of members must be adopted by more than half of the members present; Resolutions to amend, cancel and amend the articles of association must be adopted by more than two-thirds of the members present at the meeting.
Article 39 The person in charge of a student association mainly refers to the president and vice president of the association. The person in charge of the student association is elected by the members of the association at the first general meeting, and is produced after being audited by the registration authority. The chairman and vice-chairman of the student union shall not concurrently serve as the chief financial officer.
Chapter VIII Reward and Punishment System of Student Associations
Fortieth in order to encourage the development of student associations in a positive and healthy direction, schools should commend the associations and members who have made outstanding achievements in their activities.
Article 41 The forms of commendation to associations and members mainly include: oral commendation, circular commendation and awarding honorary titles.
Forty-second in violation of the relevant provisions of the "Regulations", depending on the seriousness of punishment.
Article 43 The forms of punishment for the association mainly include: verbal criticism, informed criticism, suspension of activities, rectification and review, revocation of license, and order of dissolution.
Forty-fourth forms of punishment for members of associations mainly include: oral criticism, informed criticism, school punishment, etc.
Forty-fifth associations that have undergone rectification and review can cancel the review if they have made significant progress within the prescribed time limit; Those who refuse to make corrections shall have their licenses revoked and be ordered to dissolve.
Forty-sixth Dongsheng School Youth League Committee and Dongsheng School Community Activity Management Center make a comprehensive evaluation of each student community every year, name a number of "star communities" and "excellent communities", and commend and reward the community leaders.
Forty-seventh in any of the following circumstances, the management center has the right to order the student associations to stop their activities and carry out rectification.
(a) the scope and content of activities are inconsistent with the purpose and articles of association;
(two) do not accept the provisions and guidance of this Ordinance and the registration administration department;
(3) the financial system is chaotic;
(four) should be registered regularly but not registered;
(five) the executive body of the association has serious violations of discipline and discipline;
(six) members of the community steal the name of the community to carry out activities;
(seven) other circumstances that should be rectified.
Forty-eighth in any of the following circumstances, the student association activity management center has the right to dissolve.
(1) The activities of mass organizations violate the Constitution, laws, regulations and rules;
(two) the executive body of the association knows or should know that some members use the name of the association to engage in illegal activities without stopping them.
(3) Violating the purpose of the Association, and the circumstances are vile;
(four) should be registered regularly but not registered, and still not registered after rectification;
(five) the number of members of the club is less than 30 for two consecutive semesters (special groups may consider reducing the number of members with the approval of the management center).
(six) the community did not carry out activities throughout the semester;
(seven) to carry out activities in the form of unregistered associations;
(eight) concealing the real situation and practicing fraud in the registration.
Article 49 the punishment of the association will be notified in writing to the registered person in charge and the class where the main person in charge is located, and it is suggested to make corresponding punishment.
Article 50 club members are advised to inform their grades and classes in writing.
Chapter IX Supplementary Provisions
Article 51: The Articles of Association shall be jointly formulated by the Youth League Committee of Shenzhen Dongsheng School and the Secretariat of Shenzhen Dongsheng Student Union, and shall come into force after being approved by the Party Committee of Dongsheng School.
Article 52 These Measures shall be implemented as of June 22, 20 1 1 year. The contents clearly stipulated in this Ordinance shall prevail; If there are no clear provisions in these measures, the rules shall be formulated by the registration authority of student associations in our school.
