Why didn't Beilun develop Chaiqiao?

Beilun does not develop Chaiqiao, but the space for regional development has not been expanded. Chaiqiao, formerly known as Xiao Ningbo, has a long history and culture and a strong commercial atmosphere. In recent decades, the social development and urban construction of Chaiqiao have lagged behind other advanced township streets. As an important part of Beilun central city, the regional development space has not been expanded. The original three industrial blocks in Chaiqiao Street have not increased the scale of industrial land for more than ten years from development and construction to now.
