Regulations of Wuxi Municipality on Urban Greening Management (revised in 2004)

Chapter I General Provisions Article 1 In order to strengthen the construction and management of urban greening, promote the development of greening, and protect and improve the ecological environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on Urban Greening and the Regulations of Jiangsu Province on Urban Greening Management, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, protection and management of urban greening within the urban planning area of this Municipality. Article 3 The administrative department of urban greening of the Municipal People's Government shall be in charge of urban greening in the whole city. The administrative department of urban greening of the District People's Government shall be responsible for the management of urban greening within its jurisdiction within the prescribed scope of duties, and shall be guided by the administrative department of urban greening in business.

In the urban planning area, the greening work managed by the administrative departments of agriculture, forestry and transportation as stipulated by laws and regulations shall be governed by its provisions. Fourth urban greening work should follow the principles of government organization, mass participation, unified planning, local conditions, market operation, practical results, and equal emphasis on construction and management. Article 5 The municipal and district people's governments shall incorporate urban greening construction into the national economic and social development plan, and arrange urban greening construction and management and maintenance funds among urban construction funds in accordance with state regulations.

Advocate raising funds for greening through multiple channels. Encourage units and individuals to participate in urban greening construction in the form of investment, donation, adoption, recognition and co-construction. Sixth to encourage and strengthen the scientific research of urban greening, popularize and apply advanced greening technology, equipment and excellent plant varieties, improve the scientific and artistic level of urban greening, and carry out the protection of urban biodiversity. Seventh units in the city and citizens who have the ability to work shall, in accordance with the relevant provisions of the state and the province, fulfill the obligations of planting trees and other greening cities.

Any unit or individual has the right to report and stop the damage to urban greening and greening facilities. Chapter II Planning and Construction Article 8 The Municipal People's Government shall organize the competent department of urban greening administration and the competent department of urban planning administration to jointly prepare and demonstrate urban greening plans and incorporate them into the overall urban planning. Urban greening planning shall not be changed without authorization.

The administrative department in charge of urban greening shall, according to the urban greening planning, prepare the annual greening construction and management and maintenance plan, which shall be implemented after being approved by the Municipal People's government. Urban greening construction planning should focus on the construction of urban public green space, protective green space, scenic woodland and trunk road green belt. Ninth urban greening planning should be based on local characteristics, using natural and human conditions, combined with cultural relics protection, highlighting local characteristics.

Walls, fences, hedges, etc. in front of buildings on both sides of major urban roads. According to the planning requirements, the area with transparent or translucent vision should be selected as the boundary.

Encourage citizens to plant trees and flowers in the courtyard, advocate vertical greening and beautify the environment. Tenth urban greening planning should arrange the green land area that is suitable for the nature, scale and development needs of the city. In the new urban area, urban green space should not be less than 30% of the total land area; In the old city reconstruction area, urban green space should not be less than 25% of the total land area.

The greening requirements on both sides of expressways, railways, national highways, provincial highways and major rivers shall conform to the relevant national and provincial construction standards. Eleventh new projects affiliated greening design in accordance with the basic construction procedures for examination and approval, there must be a city greening administrative departments to participate in the review.

The green land area of new construction projects shall meet the prescribed green land standards.

Due to limited conditions, it is really impossible to reach the green land area of the project. With the approval of the municipal administrative department of urban greening and the urban planning department, the construction unit may take ex situ greening measures or pay nursery stock fees and labor fees to the administrative department of urban greening, and the administrative department of urban greening shall organize the construction in accordance with the urban greening planning. Twelfth urban public green space, protective green space, scenic woodland greening and urban trunk road greening shall be organized and implemented by the administrative department of urban greening; The greening of urban new construction, expansion and reconstruction of residential areas and attached green spaces, and the supporting greening of urban roads, bridges, flood control and other construction projects outside urban main roads shall be organized and implemented by the construction unit, and shall be subject to the management and technical guidance of the administrative department of urban greening. Thirteenth urban construction, expansion and reconstruction projects supporting greening projects, should be completed in the first greening season after the completion of the main project. Article 14 The design, construction and supervision of urban greening construction projects shall be entrusted to design, construction and supervision units with corresponding qualification certificates, and the bidding system shall be implemented.

The construction unit shall, after the completion and acceptance of the greening project, report to the competent department of urban greening administration for the record. Chapter III Management and Protection Article 15 The management and protection of urban greening shall be implemented according to the following division of labor:

(a) the greening of urban public green space, scenic woodland, street trees and trunk road green belts shall be the responsibility of the urban greening administrative department and the units determined by it;

(two) the green space attached to the unit and the greening of the responsible area in front of the unit are in charge of the unit;

(3) The green space in residential areas shall be managed by the residential areas;

(four) the production of green space, by its business units responsible for;

(5) Residents are responsible for the trees in their own yards.

The competent administrative department of urban greening and the professional greening maintenance units within the jurisdiction shall guide, inspect and supervise the greening management and protection in Items (2), (3) and (4) of the preceding paragraph.
