I. Main problems
(A) the basic conditions for service enterprises to carry out home care services are not up to standard.

Even if individual service personnel come to the door, they just want to leave video materials. Most of their services are not actually carried out, and the phenomenon of posing is serious. Home-based care for the aged is a mere formality, and the policy effect is greatly reduced.
(D) Supervision is not in place, and there is no effective supervision and evaluation mechanism.
First, departmental supervision is not in place. The competent department lacks effective tracking and supervision on the home care service of service enterprises, and fails to implement the supervision and evaluation of the service quality by third parties. After the completion of the project, the evaluation work is only based on the information provided by the service enterprise, and the authenticity of the service is not spot-checked. Evaluation workflow is a mere formality. The second is the lack of social supervision. Due to the lack of publicity on the home-based care service policy, the awareness rate of cadres and the masses on the home-based care service policy is low, and the service items enjoyed by the clients are not clear, so it is impossible to effectively supervise the service content and service quality of enterprises.
Second, the relevant countermeasures and suggestions

(2) Strictly control the entry threshold and urge service enterprises to improve their service capabilities.
When choosing a service enterprise, we should conduct an all-round investigation on the comprehensive service ability of the enterprise, ensure the entrance, implement the necessary facilities and equipment, urge the enterprise to conduct vocational skills training for newly hired service personnel in time, comprehensively improve the comprehensive quality and professional skills of service personnel, and effectively improve the service ability of service enterprises.
(3) Strengthen supervision and inspection, establish and improve a scientific evaluation system, and ensure the service effect.
Competent departments should strengthen the process management of home care services for service enterprises, strengthen supervision and inspection, find and correct problems in time, and urge service enterprises to carry out services in strict accordance with project requirements. Establish and improve a standardized and scientific evaluation mechanism, introduce a third party to follow up and evaluate the whole process when necessary, put an end to ostentatious services and false services, and effectively ensure the quality and effect of services.
(four) actively explore and try new service models, and strive to improve the performance of the use of funds.
In view of the large number, wide range and scattered residence of home-based care for the aged in rural areas, according to the current model, the successful bidder only relies on limited staff to provide services at home. First, the operating costs such as transportation fees are high, and second, the frequency and timeliness of services are difficult to guarantee, which directly affects the policy effect. It is necessary to actively explore and try to organize village doctors and responsible left-behind women to set up service cooperatives, and provide home-based care services for the elderly in the village through the government's purchase of services, which can not only give play to the advantages of proximity, convenience and timeliness, but also save funds for enterprise management expenses, operating costs and profits, and use them more for real services for the elderly, at the same time increase the income of local people and maximize the benefits of financial funds.
