What are the policies for e-commerce in Hangzhou?

In order to speed up the integration of informatization and industrialization, and further promote the application of e-commerce in enterprises, with the consent of the municipal government, a special fund for e-commerce into enterprises is set up. In order to strengthen the management of special funds, these measures are formulated.

I. Sources of funds

Third, the conditions of financial incentives

(1) Enterprises applying for subsidies and rewards and third-party e-commerce enterprises must register and pay taxes in the national tax and local tax departments of this Municipality.

(2) SMEs applying e-commerce should be new paid member enterprises registered on the website of third-party e-commerce enterprises after 2008 1.

Fourth, the criteria for funding awards.

(1) Funding for the enterprise to build an independent e-commerce application platform: 20% of the actual investment in the current year of the project will be funded, and the maximum amount of funding will not exceed 1.5 million yuan.

(II) Subsidy for SMEs to develop e-commerce applications through third-party e-commerce enterprises: According to the principle that finance, third-party e-commerce enterprises and SMEs each bear one third, the first annual fee for network services for SMEs to develop e-commerce applications through third-party e-commerce enterprises will be given a one-time subsidy. The specific funding method shall be agreed by the Municipal Economic Commission and the Municipal Finance Bureau with the third-party e-commerce enterprises according to the above principles.

(III) Hangzhou E-commerce Application Demonstration Enterprise Award: Hangzhou E-commerce Application Demonstration Enterprise will be selected every year and given a one-time award of 654.38+10,000 yuan. Specific selection methods shall be formulated separately by the Municipal Economic Commission and the Municipal Finance Bureau.

(three) the reward of the demonstration enterprise of e-commerce application shall be organized and implemented by the Municipal Economic Commission and the Municipal Finance Bureau according to the selection method, and shall be announced and rewarded after being approved by the municipal government.

(4) If small and medium-sized enterprises support the development of e-commerce applications through third-party e-commerce enterprises, the small and medium-sized enterprises shall fill out the Hangzhou E-commerce Project Application Form (in triplicate), attach the agreement signed by the third-party e-commerce enterprises, the payment voucher for network service fees and other related materials, and report it to the relevant competent department of the district, county (city) and the financial department of the enterprise (in triplicate). The relevant competent departments of each district and county (city) shall summarize and review the materials and send a copy to the Municipal Economic Commission; For the approved projects, the funds (full amount) plan will be issued.

Appropriation of intransitive verbs

E-commerce application demonstration enterprise incentive funds and municipal enterprise funding funds are arranged by the municipal finance.

District, county (city) level enterprises independent e-commerce application platform funds by the municipal financial arrangements for 25%, district, county (city) finance in accordance with the relevant provisions of the implementation of matching funds.

Small and medium-sized enterprises to carry out e-commerce applications through third-party e-commerce enterprises will be allocated 50% by the municipal finance and the district and county (city) finance respectively.

E-commerce application funding for small and medium-sized export enterprises shall be implemented in accordance with the Notice of the General Office of Hangzhou Municipal People's Government on Forwarding the Administrative Measures for E-commerce Financial Support for Small and Medium-sized Export Enterprises in Hangzhou (Hangzhou Zhengban Letter [2008] No.259).

The incentive funds arranged by the municipal finance shall be allocated to the relevant counties (cities) through transfer payment, and the counties (cities) shall timely and fully allocate the funds to the enterprises.
