Regulations of Xiamen Municipality on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean, beautiful and civilized living environment and safeguard human health, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the work of city appearance and environmental sanitation within the administrative area of this Municipality. Article 3 People's governments at all levels shall strengthen the leadership, organization, coordination and supervision over the work of city appearance and environmental sanitation.

People's governments at all levels shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, improve environmental sanitation facilities, ensure the funds needed for the construction of city appearance and environmental sanitation, and provide public services for city appearance and environmental sanitation. Fourth city appearance and environmental sanitation administrative departments in charge of the city's appearance and environmental sanitation work. People's governments at all levels shall take measures to improve the working conditions and wages and benefits of city appearance and environmental sanitation workers, and ensure that city appearance and environmental sanitation workers get help and compensation according to law in cases of old age, illness, work injury, unemployment and maternity. Chapter II System of Area of Responsibility for City Appearance and Environmental Sanitation Article 10 This Municipality implements the system of area of responsibility for city appearance and environmental sanitation. The relevant units and individuals shall, in accordance with the provisions of these regulations, do a good job in the work of city appearance and environmental sanitation in the area of responsibility for city appearance and environmental sanitation. (eight) the coastal waters, beaches, slope protection and sea surface within the scope of wharf operation shall be the responsibility of the management unit or business unit; Other sea areas shall be the responsibility of the professional management department of city appearance and environmental sanitation;

(nine) to hold large-scale outdoor activities, the organizing unit shall be responsible for keeping the site clean and tidy during the activities, and cleaning up the site in time after the activities;

(10) The construction unit is responsible for the construction site and the owner is responsible for the site to be built.

In accordance with the provisions of the preceding paragraph, it is impossible to determine the responsible area and responsible unit, which shall be determined by the administrative department of city appearance and environmental sanitation of the district where it belongs; Cross regional, determined by the municipal administrative department of city appearance and environmental sanitation.
