Regulations of Qingdao Municipality on Forest Fire Prevention
Forestry and garden administrative departments at all levels shall be responsible for the guidance, coordination and supervision of forest fire prevention in their respective jurisdictions in accordance with their duties and powers, and implement the responsibility system for department heads.
Other relevant departments shall do a good job in forest fire prevention according to their respective responsibilities and authorities.
Forest managers are responsible for the forest fire prevention work within their management scope, and the responsibility system of the person in charge of management is implemented. Fifth people's governments at all levels should incorporate forest fire prevention into the local national economic and social development plan, and incorporate forest fire prevention funds into the local financial budget. Chapter II Forest Fire Prevention Organization Article 6 The municipal, district (city) people's government shall set up a forest fire prevention headquarters to clarify the member units and their forest fire prevention responsibilities. The forest fire prevention headquarters is responsible for deciding the major issues of forest fire prevention, directing forest fire fighting, and organizing member units to carry out forest fire prevention work. The forest fire prevention headquarters shall set up an office with full-time staff responsible for daily work.
The people's governments (street offices) of key towns of forest fire prevention shall set up grass-roots forest fire prevention headquarters to be responsible for the organization and leadership of forest fire prevention in their respective areas. Article 7 Managers of forest farms, scenic spots, nature reserves, forest parks and urban scenic forests shall establish corresponding forest fire prevention organizations to be responsible for forest fire prevention in their respective regions. Article 8 The forest fire prevention work in the border areas of administrative regions shall be coordinated by the forest fire prevention headquarters at the next higher level to establish a forest fire prevention joint defense organization, determine the joint defense responsibility area, formulate joint defense systems and measures, and do a good job in forest fire prevention work in the joint defense area. Article 9 The districts (cities) and people's governments (street offices) of key forest fire prevention towns shall organize the establishment of forest fire prevention teams in accordance with relevant regulations, and the key forest fire prevention villages (communities) shall establish forest fire fighting reserve teams. Forest fire prevention (fire preparation) team should carry out professional training. Chapter III Forest Fire Prevention Article 10 The forest fire risk zoning of this Municipality is divided into three levels:
(1) Forest fire danger areas, including nature reserves, scenic spots, forest parks, urban scenic forests, coastal shelterbelts and important mountain forests;
(two) the secondary forest fire zone, including all the mountains and important forest belts outside the primary forest fire zone;
(three) three forest fire risk areas, including farmland forest network, around trees and other plots of woodland.
The specific scope of forest fire danger zone shall be designated by the Municipal People's Government. One or two forest fire danger zones shall be designated by the district (city) people's government. (a) forest fire video monitoring system, forest fire meteorological monitoring system, observation platform, isolation belt, warning signs and billboards;
(2) Forest fire prevention channels;
(three) forest fire prevention vehicles and fire fighting equipment;
(4) forest fire prevention communication network;
(five) other forest fire prevention facilities and equipment.
No unit or individual may destroy or illegally occupy the forest fire prevention facilities and equipment specified in the preceding paragraph. Thirteenth people's governments at all levels should strengthen forest fire prevention publicity and education, and organize forest fire prevention publicity and education activities. Article 14 Anyone who engages in camping, mountaineering, memorial service, temple fair and other activities in forest fire danger areas at all levels shall abide by the relevant provisions on forest fire prevention management and obey the fire safety requirements of forest managers. Fifteenth transmission line management units should regularly check and maintain the safety of transmission lines passing through forests to prevent forest fires caused by transmission line failures. Sixteenth it is forbidden to build new cemeteries in the first and second class forest fire danger areas.
The district (city) people's government shall, according to the distribution of residential areas, make unified planning and organize the establishment of public welfare cemeteries.
The existing graves in the first and second forest fire danger areas should be gradually moved out; Has not yet moved out, the town people's government (street offices) shall organize the village (community) to set up a unified memorial site and facilities, and determine the personnel responsible for fire safety management. Seventeenth forest managers shall perform the following obligations:
(a) in accordance with the provisions of the allocation of forest fire prevention facilities and equipment, regular inspection, maintenance, and timely update;
(two) to carry out forest fire prevention inspection, eliminate forest fire hazards and put out forest fires;
(three) to establish and improve the fire safety education and training system;
(four) to carry out forest fire prevention publicity for units and individuals entering the management area.
With the approval of the district (city) people's government or its authorized forestry and landscape administrative departments, forest operators can set up forest fire prevention checkpoints at the main intersections entering the first-class forest fire danger zone. Forest fire prevention checkpoints can conduct fire prevention inspections on vehicles and personnel entering the first-class forest fire danger zone, and retain kindling and inflammable and explosive materials. Relevant personnel should cooperate.
