Article 15 The recruitment of civilian personnel shall be organized and implemented by units at or above the regimental level equipped with civilian personnel (hereinafter referred to as employing units).
Colleges (campuses), departments, departments, institutes and other subordinate units of teaching, scientific research, engineering, medical and health units, and subordinate departments of organs at all levels shall not organize the recruitment of civilian personnel.
Article 16 The employing unit shall, according to the vacancy situation of its own civilian personnel, put forward the recruitment demand of its own civilian personnel for the next year before the end of September each year, and report it to the cadre departments of political organs of military units step by step through the civilian personnel management information system of the whole army.
The cadre department of the political organ of a military unit shall conduct a summary review of the recruitment demand of civilian personnel reported by the employing unit, draw up the recruitment plan of civilian personnel for the next year, and report it to the cadre department of the General Political Department after the approval of the political organ of the unit.
The cadre department of the General Political Department conducts a summary review of the recruitment plan for civilian personnel reported by military units, and draws up the recruitment plan for civilian personnel of the whole army for the next year, which will be issued after being approved by the General Political Department.
Article 17 The cadre department of the General Political Department shall, after the annual recruitment plan for civilian personnel of the whole army is issued, announce the recruitment information of civilian personnel except classified positions to the public through the China People's Liberation Army Professional and Technical Personnel Network (hereinafter referred to as the Military Personnel Network).
Eighteenth candidates should be based on the recruitment information of civilian personnel published by the cadre department of the General Political Department, and register through the military talent network; When registering, you should truthfully fill in personal basic information, job position, academic degree, professional qualification, work experience and other information as required.
The cadre department of the General Political Department conducts a preliminary examination of the information provided by the candidates through the military talent network to confirm whether it meets the recruitment conditions, and informs the candidates through the military talent network.
Nineteenth candidates who have passed the preliminary examination shall take the civil service recruitment examination organized by the military in accordance with the requirements of the notice.
The civil service recruitment examination is held in June 5438+February every year. The contents of the examination include public subjects and professional subjects, which mainly assess the comprehensive quality and professional foundation of candidates.
Article 20 The cadre department of the General Political Department shall, according to the ratio of the number of planned recruits to the number of applicants 1:3, determine the candidates who will participate in the physical examination of each employer according to the examination results of candidates from high to low; If the ratio of the number of planned recruits to the number of applicants is less than 1∶3, all candidates can be determined to participate in the physical examination.
The cadre department of the General Political Department provides the candidates with the inquiry service of their examination results and whether to confirm their participation in the medical examination through the military talent network.
The employing unit shall notify the candidates who have been confirmed to participate in the medical examination of the relevant matters.
Article 21 The physical examination of candidates shall be organized by the employing unit and conducted in military medical institutions designated by the army. Physical examination standards and procedures shall be implemented in accordance with the relevant provisions of the military for receiving physical examinations of graduates from ordinary colleges and universities.
The examination expenses of candidates shall be borne by the employer.
Twenty-second candidates who have passed the medical examination shall be interviewed by the employer. The employing unit shall set up an interview evaluation team composed of five or more experts in related disciplines and professional fields, assess the business knowledge and professional skills of the candidates by means of defense and practical operation, determine the interview results of the candidates by secret ballot, and report the interview results to the cadre department of the General Political Department step by step.
The cadre department of the General Political Department provides interview results inquiry service for candidates participating in the interview through the military talent network.
Article 23 The employing unit shall determine the pre-selected candidates according to the proportion of planned recruitment 1.20% and the total scores of candidates in examinations and interviews from high to low, and report the list of pre-selected candidates to the cadre department of the General Political Department step by step for the record.
Article 24 The employing unit shall organize a political assessment and comprehensive investigation of the pre-selected candidates.
If the pre-selected candidates are graduates of ordinary colleges and universities, their political assessment shall be conducted with reference to the conditions and procedures for the army to receive political assessment of graduates of ordinary colleges and universities; The political assessment of other pre-selected candidates shall be conducted with reference to the conditions and procedures for political assessment of conscription.
The comprehensive investigation of the pre-selected employment targets is conducted by consulting files and visiting on the spot, mainly focusing on the realistic performance, comprehensive quality and professional ability of the pre-selected employment targets.
According to the political assessment and comprehensive investigation of the pre-selected candidates, the employing unit will determine the candidates according to the planned number of recruits after comprehensive calculation, and report the list of candidates to the cadre department of the General Political Department for the record.
Article 25 The employing unit shall publicize the name, gender, admission ticket number and the position to be employed of the applicant through appropriate means, and publicize the telephone number and e-mail address of the supervisor for seven working days.
The employer shall promptly verify and make a conclusion on the problems reflected by the candidates during the publicity period.
Twenty-sixth intends to hire the expiration of the publicity, no objection or reflect the problem does not affect the employment, by the employing unit to put forward employment advice, in accordance with the "Regulations of the Chinese People's Liberation Army civilian personnel" provisions of the employment approval authority and procedures for employment approval; If the problems affecting employment are true, they will not be employed; Reflect the problems that affect the employment, but it is difficult to verify at the moment, and then decide whether to hire after verification and conclusion.
Twenty-seventh the employing unit shall sign a civilian employment contract with the approved candidate before the end of July of that year, and the starting date of the contract period shall be determined as August 1 day of that year; This contract is made in triplicate, one for the civilian, one for the political organ of the employing unit and one for the political organ of the approving unit.
Article 28 The employing unit shall stipulate the probation period in the employment contract with the civilian staff employed for the first time. If the employment contract is less than three years, the probation period shall not exceed two months. If the term of the employment contract is more than three years, the probation period shall not exceed six months.
During the probation period, the cadre department of the General Political Department will review the identity, academic qualifications and professional qualifications of the civilian staff who are employed for the first time, and inform the employer of the review results. The employing unit shall terminate the employment contract with the civilian personnel who have not passed the evaluation.
After the probation period of civil servants expires, the employer shall evaluate the probation period. The employing unit shall terminate the employment contract for the civilian personnel who do not meet the requirements of the employment position after examination.
For the civilian personnel who pass the probation period and meet the requirements of the employment position after examination, the cadre department of the General Political Department shall uniformly handle the approval letter for the employment of civilian personnel. The approval letter shall be deposited by the employing unit in the employment file of civilian personnel.
Article 29 Civilian personnel in confidential positions shall be employed from civilian personnel in the same or similar professions. Specific measures shall be formulated by the General Political Department.
Thirtieth because of special needs to recruit the following personnel as civilian personnel, can be appropriately relaxed academic qualifications and professional and technical qualifications:
(a) has a high reputation in the professional field, and won the invention patent or national science and technology award;
(two) with professional expertise, can play the role of professional backbone;
(3) Special professionals awarded by the founder.
To employ the personnel specified in the preceding paragraph, I shall submit a written application, and after the preliminary interview, physical examination, political assessment, comprehensive investigation and publicity organized by the employing unit, I shall report it to the cadre department of the General Political Department for review step by step; Those who pass the examination shall be employed by the employing unit.
Thirty-first civil servants who voluntarily renew their employment after the expiration of the contract, meet the employment conditions, and all the annual assessment results during the contract period are qualified and above, or all the others are qualified and above once, and they are excellent more than once, can be renewed.
To renew the employment of civilian personnel, I shall submit a written application for renewal to the employing unit 60 days before the expiration of the contract, and the employing unit shall put forward opinions on renewal, and conduct examination and approval according to the examination and approval authority and procedures for the employment of civilian personnel. After examination and approval, the employing unit shall renew the employment contract with the civilian staff 30 days before the expiration of the contract.
Renewed civil servants are competent and excellent in the annual assessment results once or twice during the contract period. If I request to renew the employment contract with the longest contract term at the corresponding level, the employing unit shall renew the employment contract with the longest contract term at the corresponding level.
If a civil servant is re-employed in a junior or intermediate professional and technical post or a non-professional and technical post with five or less people for ten consecutive years, and has performed well during the employment period, and the annual assessment results are all competent or above, and I request to renew the employment contract with the term up to the highest length of service of the post at the corresponding level, the employing unit shall renew the employment contract with the term up to the highest length of service of the post at the corresponding level.
Article 32 Civil servants of an employing unit may compete for vacancies in professional and technical positions above the intermediate level if they meet the following conditions:
(a) to obtain the professional and technical qualifications required for competitive positions;
(2) those who compete for intermediate professional and technical positions have worked continuously in this unit for three years; Competing for deputy senior and full senior professional and technical positions, and having worked continuously in this unit for five years;

Civilian personnel compete for vacancies in professional and technical positions at or above the intermediate level in their own units. The civilian personnel submit a written application, and the employing unit puts forward employment opinions. After being reported to the cadre departments of political organs of military units for approval step by step, the examination and approval shall be conducted in accordance with the examination and approval authority and procedures for the employment of civilian personnel. After passing the examination, the employing unit shall re-sign the employment contract with the civilian personnel.
Article 33 The termination and dissolution of the employment relationship of civilian personnel shall be implemented in accordance with the Regulations of the People's Liberation Army on Civilian Personnel and other relevant provisions. Among them, the termination and termination of the employment relationship with the staff below grade five with junior and intermediate professional and technical posts and non-professional and technical posts shall be reported to the cadre departments of political organs of military units for the record; The termination and dissolution of the employment relationship between senior professional and technical posts and non-professional and technical posts with more than four persons shall be reported to the cadre department of the General Political Department for the record.
After the termination or rescission of the employment relationship of civilian personnel, the employing unit shall, in accordance with the relevant provisions, issue a certificate of termination or rescission of the employment relationship in a timely manner, and handle the transfer procedures of personnel, archives, party (league) organizations, social insurance and other relations.
Article 34 If a civil servant meets the retirement requirements, the employing unit shall, in accordance with the relevant regulations of the state and the army, handle the retirement formalities for him in time. [3]
Chapter IV Training and Use
Article 35 The employing unit shall incorporate the training of civilian personnel into the personnel training plan and organize and implement it in a unified way. Civilian training includes pre-job training, on-the-job training, professional training and military training.
Pre-job training mainly includes the education of the nature and purpose of our army, fine traditions, the basic functions and responsibilities of civilian personnel, the study of relevant military rules and regulations, and the basic business training before taking up the post, focusing on improving the basic quality and post-holding ability of civilian personnel to adapt to military work. Pre-job training time is not less than 30 days. Pre-job training is usually organized and implemented by the employing units, and can also be organized and implemented by military units when necessary.
On-the-job training mainly focuses on business knowledge learning and job skills training, focusing on improving the ability of civilian personnel to perform their duties. The first on-the-job training should be carried out during the probation period. On-the-job training is organized and implemented by the employer.
Professional training mainly focuses on professional theoretical knowledge and professional skills, focusing on improving the academic level and professional quality of civilian personnel. Professional training is usually organized and implemented by the employing unit, and when necessary, it can also be organized and implemented by the Military Training Department of the General Staff and the Cadre Department of the General Political Department.
Military training mainly carries out military service and military skills training related to the performance of civilian duties, focusing on improving the ability of civilian personnel to carry out combat and deal with emergencies. Military training is usually organized and implemented by employers, and can also be entrusted to military academies or training institutions.
Article 36 A civil servant may study for a degree in the same or similar major as the employed post without affecting the performance of his duties. On-the-job civil servants studying for a degree shall submit a written application by themselves, which shall be approved by the political organ of the employing unit and reported to the cadre department of the political organ of the military region-level unit for the record. If a civilian is pursuing a degree on the job, the employer shall treat him equally as an active officer (civilian cadre) in providing learning conditions and reimbursing learning expenses.
If a civil servant voluntarily goes full-time to study for a degree, he shall explain the situation to the employer, submit a written application and terminate the employment contract with the employer; The employing unit shall terminate the employment contract with it. Full-time former graduate students who have completed their studies and obtained degrees and applied for civil posts in the former employer shall be given priority.
Thirty-seventh civilian professional and technical qualification evaluation, into the military professional and technical qualification evaluation work plan unified organization and implementation.
When assessing professional and technical qualifications, civilian personnel shall participate in the professional and technical qualification examination and evaluation organized by the military, and those who pass the examination and evaluation shall be issued with professional and technical qualification certificates of the military; The evaluation conditions and procedures shall be implemented in accordance with the relevant provisions of the corresponding series of professional and technical positions in the military.
The number of civilian personnel evaluating senior, deputy senior and intermediate professional and technical qualifications shall not exceed 130% of the corresponding professional and technical posts of civilian personnel in the employing unit.
The professional and technical qualifications obtained by the employing unit before employing civilian personnel shall be recognized after verification.
The appointment of professional and technical positions of civilian personnel shall be examined and approved in accordance with the examination and approval authority of the appointment of civilian personnel, and shall be issued by the political organ of the examination and approval unit in the form of notice. The time of holding professional and technical positions before employment and the time of holding professional and technical positions after employment are calculated together. After the termination or dissolution of the employment relationship of civilian personnel, their professional and technical positions shall be exempted by themselves.
Article 38 Where a civilian holds a leadership position, the appointment and removal of the leadership position shall be handled in accordance with the authority and procedures for the appointment and removal of active-duty officers (civilian cadres) at the corresponding post level, and the appointment and removal decision shall be issued by the political organ of the approving unit in the form of notice; After the termination or dissolution of the employment relationship, his leadership position shall be relieved by himself.
