The funds needed for the "special post plan" are jointly borne by the central finance and local finance, with the central finance as the main source. Where the "special post plan" teachers' salary income level is higher than 18960 yuan, the higher part shall be borne by the county finance.

Shegang County Finance is responsible for implementing local subsidies, necessary transportation subsidies, physical examination fees for teachers in special posts, and related expenses that should be paid when they are included in the local social security system and enjoy corresponding social security benefits. When calculating the local general transfer payment funds, the provincial finance will include them in the standard expenditure calculation.
