From 65438 to 0995, the Ministry of Public Security, the State Administration for Industry and Commerce and the then State Economic and Trade Commission jointly issued a document prohibiting all kinds of enterprises in the name of debt collection from industrial and commercial registration. Therefore, the existence of the company is illegal and there is no legal establishment procedure.

In 2000, the State Council once again explicitly abolished all kinds of debt collection companies, and prohibited any unit or individual from setting up any form of debt collection companies.
