Over the past 20** years, under the correct leadership of the Administration Bureau and under the guidance of a series of important instructions from Theory of Three Represents and the central leadership on safety production, the company has earnestly studied and implemented the spirit of the Bureau's work conference on quality, safety and environmental protection, continuously consolidated the operation of the ISO9000 quality management system, actively promoted the certification and operation of the HSE/OSH management system, and done some work around quality management and safety production management.

In the past 20** years, under the correct leadership of the municipal party committee and the municipal government, with the care, guidance and help of the provincial safety supervision bureau, and with the joint efforts of all towns (streets), levels and departments in the city, certain achievements have been made in safety production. A series of new measures have been taken, and the "Implementation Opinions on Strengthening the Work Safety in Anning City" has been issued, which comprehensively strengthens the work safety in terms of innovating mechanism, strengthening organization and leadership, increasing capital investment, increasing supervisors, improving reward and punishment assessment, increasing publicity and training, and intensifying investigation and punishment, effectively curbing the occurrence of major production safety accidents. Compared with the same period of last year, the number of accidents decreased by 15%, the number of major accidents decreased by 50%, and the number of deaths decreased by 9.6%.

(1) Emergency measures for safety inspection

After the "6. 12" accident, Anning Municipal Party Committee and Municipal Government set up a leading group for hidden dangers rectification, with four inspection teams. City leaders led a team to carry out dragnet inspection on non-coal mines, dangerous chemicals, metallurgy, construction sites, transportation and other industries in the city. From June to June 30th, 14, * * * inspected 246 enterprises, found hidden dangers 1384, issued 60 rectification instructions, and immediately rectified hidden dangers 1094 on the spot, rectified 2 14 within a time limit, and stopped production and rectified 76 enterprises (involving 9 enterprises) * * * Four major safety inspections and five special inspections were organized for non-coal mines, especially for nine open-pit mines and underground mining mines listed as key monitoring in * *, mines with no basic conditions for safe production, serious occupational hazards and backward technology were comprehensively treated, and 14 mines with no conditions for safe production and exhausted resources were closed. Carry out special actions for safety inspection and hidden danger management of tailings ponds throughout the city, ban and close all kinds of tailings ponds and small concentrator that are illegal and do not have the basic conditions for safe production, severely crack down on illegal activities, eliminate all kinds of hidden dangers of accidents, improve tailings pond safety management files, safety management rules and regulations and emergency plans, and ensure the safe operation of tailings ponds.

On the basis of self-examination of chemical enterprises, the Safety Supervision Bureau hired experts to seriously carry out the supervision and inspection of safety production in chemical enterprises, and found 466 hidden dangers, 2 major hidden dangers and 464 rectifications, with a rectification rate of 99.6%. Among them, Qiaoqiao molten steel purification material factory and Jindi Chemical Co., Ltd., which have major hidden dangers, were ordered to stop work and rectify within a time limit. At present, the two hidden dangers have been rectified.

In order to effectively curb the frequent accidents in the construction industry, the Safety Supervision Bureau and the Construction Bureau intensified their inspection of construction enterprises, * * * inspected production enterprises 100, issued 42 on-site records, issued 39 rectification instructions, issued 6 administrative penalty notices and 7 administrative penalty decisions, and fined more than 40,000 yuan. On the construction site of 35 projects under construction, experts were invited to go deep into the enterprise to carry out safety inspection for 3 times, and 449 hidden dangers were found. In view of the problems and hidden dangers found in each inspection, the inspection team put forward opinions and measures for rectification within a time limit to the construction unit, and issued a rectification instruction within a time limit, issued 25 notices of suspension and rectification to 18 construction sites with many problems, and gave economic penalties to the construction personnel of 6 projects under construction and 1 supervision company. After dragnet inspection and review, most of the hidden dangers and problems in the construction site have been urged to rectify and achieve the expected results.

Our city will closely combine hidden danger investigation and management actions with special rectification, safety law enforcement, implementation of corporate main responsibility and government safety supervision responsibility, and implement rectification responsibility, rectification measures, rectification time limit, rectification funds and emergency plans for outstanding problems and hidden dangers found in supervision and inspection. Because the main contradiction was grasped, many key, difficult and hot issues were solved, and accidents were effectively prevented.

(2) Increase investment in production safety.

After the "6. 12" accident, the Standing Committee of the Municipal Party Committee was held three times, and the municipal government held several executive meetings to study and solve the safety production problems, adding two safety inspection vehicles. The special funds for digital safety supervision are 500,000 yuan, the funds for equipment and facilities are 600,000 yuan, the funds for experts are 200,000 yuan, the funds for public security are 6.5438+0 million yuan, and the number of leadership positions in the safety supervision bureau has also increased by 60,000 yuan. It also agreed that the Municipal Safety Supervision Bureau would openly recruit 20 full-time professional staff with college degree or above in * * area for the society, enrich the safety supervision team and deliver a speech on safety work. Li Shuyong, secretary of the Municipal Party Committee, said at the conference on investigating the city's safety production work: "Safety production work should be given to people and money, and should be regarded as a political task from the perspective of people's livelihood and social harmony." Zhang Ruijin, deputy mayor in charge, has repeatedly stressed that the word "strictness" in production safety is a rigid indicator. He would rather hear "swearing" than "crying", and he would rather hear "too much catching" than "not catching properly".

(3) Pay close attention to the construction of the supervision system and implement the responsibility of the main body of supervision.

In recent years, our city has continuously strengthened the construction of the responsibility system for production safety. In terms of implementing the main responsibilities of the government and departments for safety production supervision, combined with the implementation of the Law on Safety Production, the supervision responsibilities of all levels and responsible units have been clarified, and the full coverage of safety production supervision in our city has been gradually realized, and the scientific decision-making, guidance, coordination and supervision level of safety production work has been continuously improved. With a sense of responsibility more important than Mount Tai, a sense of urgency on pins and needles, and a sense of crisis on thin ice, the organization and leadership were further strengthened, and practices such as "fixing posts", "fixing responsibilities" and "fixing assessment and reward and punishment mechanisms" were implemented, so that the work responsibilities were in place, the responsibilities were assigned to people, rewards and punishments were clear, and the blind area of safety production supervision was eliminated. Sign the responsibility book of safety production targets at all levels, implement the responsibility system of safety production at all levels, and decompose the safety production targets and tasks, especially the death indicators, to the town and sub-district offices at all levels.

The city has also refined the responsibilities of the regulatory body. The leaders of the municipal party committee and the municipal government have divided the responsibilities of the main body of supervision into regions, defined the scope, content and personnel of responsibility, truly achieved "everyone is responsible for production safety", established the leadership division of responsibility system, and improved the inspection system, reporting system, regular inspection notification system and hidden danger supervision system, which not only improved various operating mechanisms, but also ensured the operational effectiveness of the supervision system. At the same time, regarding the accountability of production safety accidents, the municipal safety supervision, discipline inspection and supervision departments strictly adhere to the principle of "four misses", seriously investigate and deal with production safety accidents, investigate and deal with them in strict accordance with the Regulations on Reporting and Handling of Production Safety Accidents in the State Council, implement the accountability, and strictly implement the "three simultaneities" system of production safety. The safety facilities of all new construction, renovation and expansion projects in our city must be designed, constructed and put into production at the same time. Construction projects with unqualified safety facilities shall not be put into use. It is required that all construction projects must be approved by the Municipal Development and Reform Bureau, the Construction Bureau, the Environmental Protection Bureau and the Planning Bureau before being sent to the Municipal Safety Supervision Bureau for the record, otherwise they will be resolutely punished according to law.

In terms of assessment methods, efforts should be made to formulate assessment methods for safety production objectives, implement the system of accountability and accountability, implement performance-based linkage, and strictly reward and punish. The completion of safety production accounts for 5- 10% of the total score of the year-end assessment, and the municipal government will arrange special funds to cash it.

(4) Take multiple measures to build a long-term mechanism for safe production.

In the work of production safety supervision, the leaders of the municipal party committee and the municipal government fully realize that to promote the construction of production safety supervision system and the implementation of the main responsibility of supervision, we must strive to create a long-term and stable environment for production safety and pay attention to the implementation of the main responsibility of government supervision and the responsibility system for production safety. Therefore, in accordance with the requirements of "production must be safe", our city has established a long-term mechanism for safe production in Anning City.

The municipal party committee and municipal government know that the fundamental thing to do a good job in production safety is to improve the safety awareness of the whole people. Therefore, in building a long-term mechanism for safety production, they not only increase investment in safety year by year, but also strengthen the construction of safety culture and safety legal system, and hold special meetings every quarter to study safety production. Require the regulatory authorities to strictly implement the responsibility for production safety in accordance with the principle of "who is in charge and who is responsible, who is responsible for approval, centralized management and graded responsibility"; Establish a responsibility system for supervision and management and cracking down on illegal production and operation; Form a "great security" pattern of vertical and horizontal connection, integration of various departments, joint efforts to control * * *, and linkage from top to bottom. Strengthen the construction of safety supervision institutions, establish and improve the system of three-level safety supervision institutions in cities, towns and enterprises, and ensure that all levels and departments and production and business units implement responsibilities and measures in every link, post and personnel. To achieve "three combinations" in the work: first, combine special rectification with the implementation of the responsibility system for production safety and rules and regulations, and urge enterprises to establish a self-restraint mechanism for production safety that focuses on prevention and continuous improvement. The second is to combine special rectification with daily supervision and management, and constantly improve the safety production supervision mechanism. The third is to combine special rectification with work safety, and strive to establish a long-term mechanism for work safety.

(five) focus on key industries, the implementation of hidden dangers investigation and management.

In order to ensure the stability of the safety production situation during the Olympic Games and the 30th anniversary of the reform and opening up, and earnestly do a good job in the investigation and management of the hidden dangers in production safety in our city, our city has implemented the contact between the leaders in charge of the municipal party committee and the municipal people's congress and the CPPCC on the safety production work in towns and sub-district offices. All levels and departments have further enhanced their political acumen and put safety in production on the important agenda in accordance with the requirements of grasping economy and safety.

Earnestly carry out hidden danger investigation and management actions and hundred-day safety supervision actions, highlight key industries and fields, key enterprises and key parts, key hidden dangers and major hazard sources, especially supervise the hidden dangers of major accidents of nine chemical enterprises proposed by the People's Government of Sheng * * City, Yunnan Province, verify their major hidden dangers, issue rectification instructions and on-site inspection opinions, and require enterprises to formulate rectification measures for listed supervision matters. The implementation of the rectification funds, the rectification time limit and the responsible person requires the town and sub-district offices to strengthen supervision and management, and supervise the rectification of hidden dangers from time to time, effectively enhancing the pertinence of hidden dangers investigation and management. A publicity system for government hidden dangers investigation was established, and nearly 40,000 yuan was invested to make and install the first batch of publicity boards for chemical production enterprises. Measures should be taken for major hidden dangers that cannot be rectified immediately, monitoring should be strengthened to prevent the occurrence of serious accidents, and decisive measures should be taken to shut down enterprises that do not have the basic conditions for safe production and serious hidden dangers and equipment and facilities that cannot guarantee safety. Of the nine chemical enterprises listed by the holy city government, seven have completed rectification, and two are actively rectifying.

(6) Increase the punishment.

In the "6. 12" accident, the enterprise was fined 450,000 yuan, and the person in charge of production safety was fined 654.38+10,000 yuan. It is suggested that the public security organ should investigate the criminal responsibility of the first person responsible for production safety, and order the unit responsible for the accident to stop production and business, rectify and review, and then resume production. After the accident, the city increased the punishment for the accident to prevent it before it happened. Enterprises are required to educate and train relevant personnel, and those who only pay attention to economic benefits and ignore national laws and regulations, illegally produce, ignore human lives and cause accidents will be severely punished, so that those responsible will be severely punished and criminals will be punished by law. Publicizing the survey results to the public will really play a role in investigating and educating one. For the problems found in safety inspection and hidden danger investigation, the safety supervision department should act in accordance with the law, never let go of any hidden danger, resolutely never let go of the cause of the accident, never let go of the responsibility, never let go of the inadequate rectification measures, never let go of the education of relevant personnel, and achieve "six parents don't admit it". In 20** years, the company was fined 1 10,000 yuan, 8 parties were suggested to be investigated for administrative responsibility, and 5 parties were suggested to be investigated for criminal responsibility by judicial organs.
