Regulations of Changchun Municipality on Rural Environmental Governance (202 1 Revision)
The term "rural environmental governance" as mentioned in these Regulations refers to the planning, construction, governance, management and supervision activities of rural human settlements with rural garbage management, sewage treatment, toilet renovation, agricultural waste treatment and utilization and village appearance improvement as the main contents. Article 3 Rural environmental governance shall adhere to the principles of government-led, departmental linkage, villagers' main body, social participation, local conditions, classified guidance, diversified investment and long-term operation. The fourth is to establish a working mechanism of municipal overall planning, county-level responsibility, township (town) streets and village implementation.
City, county (city) District People's Government shall organize and lead the rural environmental management within their respective administrative areas. The Municipal People's Government shall establish an overall coordination mechanism to deal with major issues in rural environmental governance in a timely manner.
Township (town) people's governments and sub-district offices are responsible for the specific work of rural environmental governance within their respective jurisdictions, and guide and urge villagers' committees and relevant units to carry out rural environmental governance.
Villagers' committees shall organize the formulation and improvement of village rules and regulations on rural environmental governance, and organize villagers to carry out rural environmental governance. Fifth city, county (city) district agricultural and rural departments responsible for the comprehensive coordination and organization of rural environmental governance within their respective administrative areas.
Urban and rural construction, development and reform, finance, ecological environment, transportation, water affairs, urban management, forestry and landscape, animal husbandry, planning and natural resources, health and other relevant departments shall do a good job in rural environmental governance according to their respective responsibilities. Article 6 The people's governments of cities and counties (cities) shall establish a target responsibility system for rural environmental governance, regularly supervise and inspect rural environmental governance, and incorporate the completion of target responsibility into the annual assessment. The evaluation results shall be announced to the public. Seventh city, county (city) District People's government should increase financial investment in rural environmental governance. Establish diversified investment mechanisms for rural environmental governance, such as financial subsidies, self-financing by village committees and villagers, payment by beneficiaries, and social funds. Eighth city, county (city) district, township (town) people's governments and sub-district offices should strengthen publicity and education of rural environmental governance, and raise public awareness of participating in rural environmental governance activities.
Newspapers, radio and television, internet and other media should carry out public welfare propaganda and public opinion supervision on rural environmental governance.
The competent education department shall incorporate the knowledge of laws and regulations related to rural environmental governance, such as source reduction, classified recycling and harmless treatment, into school, kindergarten education and social practice. Ninth all units and individuals have the obligation to safeguard the achievements of rural environmental governance, and have the right to discourage and report acts that damage or destroy rural environmental governance. Tenth city and county (city) people's governments shall reward units and individuals that have made remarkable achievements in rural environmental governance. Eleventh to encourage the development of rural environmental governance science and technology research, popularization and application of advanced technology, improve the level of rural environmental governance. Chapter II Planning, Construction and Management Article 12 The municipal, county (city) competent agricultural and rural departments shall, jointly with relevant departments, formulate rural environmental control plans and organize their implementation after approval by the people's government at the corresponding level.
Rural environmental governance planning should be coordinated with rural economic and social development, and linked with national land spatial planning and various special planning. Thirteenth city, county (city) District People's government should strengthen the following infrastructure construction related to rural environmental governance:
(a) drinking water, gas, heating and drainage facilities;
(two) public toilets, domestic waste, construction waste and sewage treatment facilities;
(three) roads, bridges and culverts, green space, landscaping facilities;
(four) straw, plastic film, feces, pesticide packaging, sick and dead livestock and poultry treatment facilities;
(five) other infrastructure related to rural environmental governance. Fourteenth city, county (city) district rural environmental governance infrastructure construction projects shall perform the relevant examination and approval procedures according to law. Rural environmental governance infrastructure construction shall conform to the relevant national and provincial standards and technical specifications. Fifteenth city and county (city) relevant departments shall, in accordance with the division of responsibilities, provide technical guidance, supervision and inspection on the construction, operation and management of rural environmental governance infrastructure. Sixteenth township (town) people's government, street offices shall guide the villagers' committee through the villagers' meeting, the following matters into the village rules and regulations:
(a) cleaning personnel management, cleaning fee collection and use methods;
(two) regulate the behavior of villagers to keep their courtyards, houses and residences clean and tidy;
(3) the code of conduct for handling production and domestic garbage and wastes and prohibiting burning and utilization of straw;
(4) Code of Conduct for Rural Domestic Sewage Treatment;
(five) the rural public space order and environmental sanitation code of conduct;
(six) the code of conduct for caring for rural environmental management facilities;
(seven) measures to deal with violations of village rules and regulations;
(eight) other matters related to rural environmental governance that need to be included.
