Chen Shengze, the inspiration for attracting foreign investment, is the chairman of the Hong Kong Jewelry Manufacturers Association and the chairman of the listed jewelry company Henghe Jewelry Group, with more than 40 subsidiaries. Henghe Jewelry is regarded as a barometer of the jewelry industry in Hong Kong because of its large scale, large output and guaranteed jewelry quality. In 2002, Mr. Chen returned to his hometown and invested $24 million in Chaolian to set up Henghe Jewelry and Henghe Diamond Project.

The presence of Yokogawa inspired Jiangmen City. Looking back at themselves, they found that besides the banner of Henghe Group and Chen Shengze's influence in the jewelry industry in Hong Kong and other countries, Chaolian had many advantages in developing the jewelry industry.

"Chaolian has a unique geographical advantage first." As a small island in the Pengjiang River, the environment surrounded by tides and water has just become a natural barrier for jewelry production, which is undoubtedly attractive to the jewelry processing industry with strict environmental safety conditions. At the same time, Chaolian Island faces Jiangmen City, Hetang Town and Zhongshan Ancient Town across the river with convenient transportation. Jiang Zhong Expressway, Zhu Jiang Expressway and Guangzhou-Zhuhai Railway, which pass through Jiangmen, are under construction. Hong Kong and Macao Wharf and Yinzhou Lake Port directly reach Hong Kong and Macao, and through Hong Kong and Macao Wharf and Zhu Jiang Expressway, directly reach Zhuhai Airport and Hong Kong New Airport, so as to facilitate the timely delivery of jewelry produced and processed by Chaolian to all parts of the world.

There is a "good time" and a "good place", and "human harmony" can be done by itself. Seeing this, Jiangmen City decided to give Chaolian a green light, develop the jewelry industry, and create conditions to build Chaolian Island into a gold "jewelry island".
