Introduction of Shenhe District Human Resources and Social Security Bureau:
In order to implement the spirit of "Implementation Opinions of Liaoning Provincial People's Government on Further Strengthening Employment and Re-employment", comprehensively improve the public employment service capacity of our district government and realize one-stop service of employment and re-employment, according to the spirit of relevant documents of our city, our bureau established the Shenhe District Employment and Social Security Service Center in 2006 and put it into use at the end of that year. When completed, the service center includes eight departments: management department, employment guidance department, entrepreneurship guidance center, unemployment insurance department, social security department, employment agency, retirement social management office and investment promotion department. In July 2009, in order to better facilitate and serve the masses, our bureau moved the office, medical insurance department, labor inspection brigade, talent center and other units to the service center.
I. Institutional setup
According to the actual work situation, our bureau has set up 15 departments, namely: office, civil servant management, institution management, salary distribution, social security, talent center, arbitration, labor relations (including medical insurance), supervision brigade, employment and entrepreneurship guidance, labor market management, unemployment insurance, retirement management office, vocational schools and training.
Second, the department functions
(1) office
Responsible for personnel, file management, comprehensive materials, financial management, conference reception, comprehensive coordination, file forwarding and other routine work.
(2) Civil Service Management Section
To undertake the registration and management of civil servants; Responsible for the appointment, removal, promotion and assessment of civil servants within the management authority; Responsible for the training of civil servants in the whole region.
(3) Management Section of Public Institutions
Guide and coordinate the reform of personnel system in public institutions. Responsible for the reform of professional titles of professional and technical personnel, organize professional and technical post evaluation and daily management; Personnel arbitration.
(4) part of salary distribution
Responsible for the distribution of wages and income and the adjustment of allowances and subsidies for the staff of government agencies and institutions; Determination of the length of service of government agencies and institutions; Technical grade evaluation and post management of workers in government agencies and institutions.
(5) Social Security Section
Responsible for the old-age insurance in the whole region; The examination and approval of endowment insurance benefits for employees of district-owned enterprises (including the examination and approval of retirement for employees and freelancers of district-owned enterprises, and the pension benefits will be improved; The length of service of enterprise employees and unemployed employees, etc. ); Identification of workers' work-related injuries; Appraisal of the labor ability of employees and unemployed employees in regional enterprises; Macro-management of enterprise wage fund and distribution of wage manual.
(6) Arbitration Panel
Responsible for handling the labor dispute cases of enterprises as legal persons and institutions (including private non-enterprise units) registered in Shenhe District Administration for Industry and Commerce by the District Personnel Bureau.
(7) Labor Relations Department (including medical insurance)
Responsible for the written examination of enterprise labor and employment; Enterprise recruitment filing work; Labor contract visa, collective contract filing, salary manual issuance. And basic medical insurance for urban residents and primary and secondary school students; Responsible for urban workers (including flexible employees) to participate in medical insurance; Responsible for migrant workers to participate in industrial injury medical comprehensive insurance.
(8) Supervision Brigade
To be responsible for publicizing labor security laws, regulations and rules, and urging the employing units to implement them; Check the employer's compliance with labor security laws, regulations and rules, and accept reports and complaints about violations of labor security laws, regulations and rules; Correcting and investigating violations of labor security laws, regulations and rules according to law. Responsible for labor security written audit, enterprise labor contract verification, and labor employment filing. Responsible for the organization and implementation of grid management of labor security supervision in the whole region.
(9) Employment and Entrepreneurship Guidance Section
Responsible for studying the development plan of employment and reemployment in the whole region, macro-managing, coordinating, supervising and inspecting the employment and reemployment of laid-off workers in the whole region, and organizing the implementation of reemployment projects; To guide the construction of social security and employment platforms for neighborhood offices and communities in the region, and organize the implementation of community employment projects; Responsible for the development of public welfare posts and the recruitment and daily management of post personnel; Responsible for the examination and approval of tax reduction and exemption and social security subsidy policies for commercial and service-oriented enterprises; Responsible for handling the "Re-employment Concession Card" and annual review; Responsible for the acceptance, distribution and recovery of small secured loans for self-employed, the acceptance and distribution of employment appraisal and social security subsidies for entrepreneurial service enterprises, the training and support of entrepreneurial leaders, the acceptance and distribution of employment appraisal and social security subsidies, the acceptance and distribution of social security subsidies and tax and fee policies for self-employed, the construction and management of business incubation bases, the publicity of business policies and typical cases, and the interpretation and acceptance of business pawn financing subsidies.
(10) Employment Agency
Responsible for labor affairs agency, providing job-seeking consultation, job registration and job introduction for job seekers, recommending job seekers for employers, building the labor market in the whole region, and organizing labor exchange fairs; Responsible for keeping the files of unemployed workers; Responsible for the preliminary examination of the retirement of unemployed workers.
(xi) Unemployment Insurance Division
Responsible for the registration of unemployment insurance in enterprises and institutions in the region; Responsible for receiving the files of unemployed workers in this area; Responsible for the payment of unemployment insurance benefits and reimbursement of medical expenses in this area; Be responsible for the early warning and monitoring of enterprise unemployment in the whole region.
(12) Retirement Office
Responsible for the organization, coordination, supervision and inspection of the socialized management and service of enterprise retirees in Shenhe District; Receive, identify, sort out and bind the archives of individual social management retirees, and go through the formalities of consulting, borrowing and forwarding the archives of retirees; Provide basic information of social management retirees to relevant departments, and issue labor and personnel certification materials; Go through the formalities for adjusting and changing the pension benefits of social management retirees; Handle the daily management of medical insurance for social management retirees.
(13) Vocational schools
Responsible for the pre-employment training of new labor force, GSP training for unemployed people, vocational skills training for migrant workers, assessment and grading of graduates from vocational schools, vocational high schools and technical schools in the region, and preliminary management of running schools by social forces. To guide the construction of teachers in technical schools and vocational training institutions; Responsible for teaching and scientific research in technical schools.
(14) Talent Center
To undertake the macro-management of talent team construction in the whole region and be responsible for the employment and entrepreneurship of college graduates.
(XV) Training Section
Responsible for the preliminary examination, annual examination and daily management of private schools in the whole region; Declaration and approval of tuition fee remission and subsidy for children from poor families.
