Regulations of Quzhou Municipality on the Administration of Urban and Rural Grid Services

Article 1 In order to standardize the grid service management in urban and rural areas, optimize the grass-roots public services and management, strengthen the integration of grass-roots governance autonomy, rule of law and rule of virtue, deepen the construction of peaceful rule of law, and promote the modernization of grass-roots governance system and governance capacity, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to urban and rural grid service management and related activities within the administrative area of this Municipality.

The term "urban and rural grid service management" as mentioned in these Regulations refers to a service management system that establishes a comprehensive grid at the grassroots level, is equipped with service managers, and uses information technology to do a good job in party building, comprehensive management, policy and regulation publicity, social security, emergency management, convenient service, and safeguarding legitimate rights and interests within the grid.

The term "grid" as mentioned in these Regulations refers to the basic service management units that are divided according to the corresponding standards in specific spatial areas such as villages and communities under the jurisdiction of this Municipality. Article 3 The management of urban and rural grid services shall adhere to the principles of state leadership, government responsibility, social coordination, public participation and legal protection. Article 4 Party committees of cities and counties (cities, districts) shall lead the management of urban and rural grid services. City, county (city, district) urban and rural grid service management department is responsible for the overall organization, coordination, guidance and supervision of urban and rural grid service management.

Comprehensive administrative law enforcement, civil affairs, big data development, business environment construction, market supervision and management, emergency management, public security, letters and visits, judicial administration, human resources and social security, health, ecological environment, agriculture and rural areas, natural resources and planning, housing and urban and rural construction, cultural radio and television tourism, retired military affairs, ethnic and religious departments should do a good job in urban and rural grid service management according to their respective responsibilities.

Trade unions, the Communist Youth League, women's federations and other organizations assist relevant departments to do a good job in urban and rural grid service management.

Encourage state organs, enterprises, institutions and social organizations to participate in urban and rural grid service management. Article 5 The township (town) Party committee and the street Party Working Committee shall lead the management of urban and rural grid services in their respective jurisdictions.

The township (town) people's government and sub-district offices shall be responsible for the specific work of urban and rural grid service management within their respective jurisdictions and perform the following duties:

(a) responsible for the selection, management, training and assessment of grid members, full-time grid members, part-time grid members and grid members;

(two) the implementation of grid affairs access standards and policies;

(3) Improve the comprehensive command organization of social governance;

(four) to handle the work assigned by the urban and rural grid service management information platform or the superior;

(five) the formation of village (community) service team;

(6) Other duties that should be performed. Article 6 Party organizations in villages and communities shall lead the management of urban and rural grid services in villages and communities.

Village (neighborhood) committees shall assist township (town) people's governments and subdistrict offices to carry out urban and rural grid service management, cooperate with joint village (community) service teams to carry out related services, and mobilize and organize village (neighborhood) people to participate in urban and rural grid service management. Seventh to encourage village (residential) people to participate in urban and rural grid service management. Villagers (residents) have the right to enjoy the relevant services provided by urban and rural grid service management, and have the right to put forward opinions and suggestions on the work of grid leaders, full-time grid members, part-time grid members and grid instructors in their grids, and supervise the urban and rural grid service management.

Villagers (residents) should cooperate with urban and rural grid service management such as basic data and dynamic information collection according to law. Eighth to encourage villagers (residents) with the identity of the Communist Party of China party member and public officials to do the following work:

(a) to register basic information in the place of residence and participate in the co-construction and co-governance of villages and communities;

(two) qualified, as a part-time power grid member of the power grid where the residence is located;

(three) to carry out joint activities in accordance with the requirements of the village (neighborhood) families;

(four) to complete other urban and rural grid service management. Ninth township (town) people's government, street offices in accordance with the specific methods of grid division in the village, community grid division. Other departments and units shall not divide the grid in villages and communities, except as otherwise provided by laws and regulations.

The grid is divided into villagers' groups, residential quarters, buildings, roads and streets. The number of resident villages (residents) in the grid is generally 300 to 500.

The specific measures for grid division shall be formulated by the competent department of urban and rural grid service management of counties (cities, districts) according to the requirements of geographical area, population distribution, industrial layout, social development and other factors. Tenth urban and rural grid service management mainly includes the following matters:

(a) to publicize national policies, laws and regulations, advocate socialist core values, and guide villagers (residents) to consciously abide by the law and be polite;

(2) Collecting, inputting and updating basic data and dynamic information such as population, residence, buildings, key places and organizations in the grid according to law;

(three) to carry out the investigation and rectification of social security problems and public safety hazards in the grid;

(four) to investigate the contradictions such as letters and visits and civil disputes that affect social stability in the grid according to law, and assist relevant mediation organizations and departments to carry out mediation;

(five) according to the relevant provisions of the "run at most once" reform, the village (neighborhood) people need to handle matters to help handle, handle on their behalf and other services to facilitate the people and the people;

(six) to provide social security, civil affairs, health and other public services closely related to the work and life of the village (neighborhood) people, and to assist in voluntary service activities and care services for special people;

(seven) to assist the village (neighborhood) people's autonomy in accordance with the law, and to help carry out democratic deliberation and consultation;

(eight) to assist in promoting key work and key projects;

(nine) to complete other tasks assigned by the superior.

City, county (city, district) urban and rural grid service management department shall establish a grid work access system according to the provisions of the preceding paragraph, and formulate a list of work items.

City, county (city, district) relevant departments and units shall provide necessary education and training, business guidance, working conditions, information support and other help for the development of grid work.
