Complaint hotlines and methods for complaints about construction noise nuisance in Fuzhou construction sites in 2018

Recently, the Fuzhou Urban Management Bureau No. 3 received reports from citizens regarding the construction site at Binjiang No. 1, Huancheng North Road, Chengdu District Serious nuisance to residents. After receiving the report, law enforcement officers from the Third Urban Management Bureau immediately rushed to the scene to investigate and deal with the incident.

After investigation, the Binjiang No. 1 construction site is located behind the three residential areas of Fuda Circle, Shanshui Renjia, and Zhenzhu Minglao Dormitory. The population is relatively dense. The construction site was not open all night. During the specified time, the sound of hammering, stirring, and roaring from mechanical construction caused a great deal of noise, which affected the surrounding people. After verification, the law enforcement officers issued a "Notice of Order to Make Corrections within a Time Limit" to the construction site in accordance with the law, requiring the construction unit to arrange time reasonably, strictly abide by the time regulations for construction operations on the construction site, and prevent construction from 10:00 pm to 6:00 am. If the needs of engineering and technology require continuous construction operations at night, an approval letter for night construction should be obtained from the relevant department. During construction operations during the remaining time periods, necessary measures should also be taken to reduce construction noise as much as possible and eliminate noise pollution to surrounding residents. Otherwise, law enforcement officers will take coercive measures in accordance with the law and seize relevant equipment. At the same time, law enforcement officers conducted on-site criticism and education work for the parties involved. After persuasion, the person in charge of the construction site realized his illegal behavior, stated that he would make immediate rectifications, and ensured that the volume problem was strictly controlled to avoid affecting the surrounding residents. At the same time, law enforcement officers will intensify inspections, focus on monitoring noise problems in the area, prevent backlash, and strive to create a good living and resting environment for the masses.

Here, law enforcement officers remind the construction parties that Article 56 of the "Law of the People's Republic of China on the Prevention and Control of Environmental Noise Pollution" stipulates that construction units violate Article 30, Article 1 of this Law. According to the provisions of this paragraph, if prohibited construction operations that produce environmental noise pollution are carried out at night in areas where noise-sensitive buildings are concentrated in urban areas, the environmental protection administrative department of the local people's government at or above the county level where the project is located shall order corrections, and may and impose a fine.
