Yesterday, the National Civil Service Bureau issued the "Implementation Opinions on Civil Service Management to Better Serve the Coordinated Development Strategy of Beijing-Tianjin-Hebei". The opinions put forward specific implementation opinions from seven aspects: strengthening civil servant communication, strengthening civil servant examination registration cooperation, and fully supporting the construction of civil servants in xiong'an new area. It is clear that Beijing-Tianjin-Hebei will be organized to carry out cross-regional job training exchanges for civil servants in basic positions of administrative organs, and at the same time explore the exchange mechanism of interview examiners in Beijing-Tianjin-Hebei, and promote the combination of interview examiners and off-site examinations. For xiong'an new area, we should encourage and support it to try first, and innovate the civil service management policy from the aspects of civil service position management, examination and recruitment, assessment and reward, training and supervision.

The opinion pointed out that the exchange of civil servants between Beijing, Tianjin and Hebei will be strengthened. According to the key areas and priority directions of the Beijing-Tianjin-Hebei coordinated development strategy, Beijing-Tianjin-Hebei is organized to carry out cross-regional attachment training and exchanges for civil servants in grass-roots positions of administrative organs, so as to promote civil servants to broaden their horizons, enhance their abilities and enhance their skills in promoting the coordinated development of Beijing-Tianjin-Hebei. At the same time, promote the sharing of resources such as Beijing-Tianjin-Hebei civil service examination experts, evaluation bases and test questions, gradually realize mutual recognition of the qualifications of interviewers in Beijing-Tianjin-Hebei civil service recruitment, explore the exchange mechanism of interviewers, and promote the combination of interviewers and off-site examinations.

Promote the exchange of management policies and work experience of civil servants in the Beijing-Tianjin-Hebei appointment system, and realize the mutual opening of recruitment positions, the unification of recruitment procedures, the mutual reference of recruitment position information and the exchange of talent information. We supported the Beijing-Tianjin-Hebei pilot reform of civil service management, emphasizing full support for the construction of civil service in xiong'an new area. Focusing on the needs of xiong'an new area's construction and development, we should encourage and support xiong'an new area to try first, innovate civil servant management policies and build a high-quality professional civil servant team that meets the needs of xiong'an new area's development from the aspects of civil servant position management, examination and employment, assessment and reward, training and supervision, etc. At the same time, the training of civil servants in xiong'an new area will be included in the national counterpart training plan, and counterpart support and precise training will be implemented. On the basis of training demand survey, we will organize and coordinate expert teachers in a unified way, and carry out training around the coordinated development of Beijing-Tianjin-Hebei, new urbanization management, transportation integration, ecological environment protection, industrial upgrading and transfer, scientific and technological innovation, opening up to the outside world, and tackling poverty, by sending lectures to the grassroots, organizing roving lectures, and recording special courseware.

In addition, a joint meeting mechanism of Beijing-Tianjin-Hebei civil servant management cooperation will be established, and regular meetings will be held to strengthen communication and coordination and solve problems related to coordinated development.
