Measures of Foshan Municipality on the Administration of Police Auxiliary Personnel of Public Security Organs

Chapter I General Provisions Article 1 These Measures are formulated in accordance with relevant laws, regulations and national policies, combined with the actual situation of this Municipality, in order to standardize the management of police auxiliary personnel (hereinafter referred to as auxiliary police) of public security organs at all levels in our city, ensure the legal and standardized use of police auxiliary forces, and safeguard the legitimate rights and interests of auxiliary police. Article 2 These Measures shall apply to the recruitment, use, guarantee, supervision and management of auxiliary police in this Municipality.

The term "auxiliary police" as mentioned in these Measures refers to the personnel who are recruited according to law and managed and used by the public security organs to perform the auxiliary police duties stipulated in these Measures.

The recruitment of logistics service personnel and social volunteers engaged in catering, cleaning and security by public security organs is not included in the management scope of auxiliary police. Article 3 The municipal and district public security organs shall be responsible for the recruitment, use, supervision and management of auxiliary police at the corresponding level.

City, district organization department is responsible for the approval of the number of auxiliary police, and make dynamic adjustments.

The municipal and district human resources and social security departments are responsible for the recruitment guidance of auxiliary police and the implementation of social security.

City and district departments responsible for wage management are responsible for the approval of auxiliary police wage standards.

City, District Finance Department and Town People's Government (street offices) are responsible for the funding of auxiliary police.

The municipal and district veterans affairs departments are responsible for the preferential treatment of auxiliary police. Fourth auxiliary police do not have the identity of the people's police, and should be carried out under the command and supervision of the public security organs and their people's police.

The behavior of auxiliary police in performing their duties according to law is protected by law, and the relevant legal consequences are borne by their public security organs. Fifth citizens, legal persons and other organizations shall support and cooperate with the auxiliary police to perform their duties according to law. Article 6 The municipal and district people's governments shall rationally allocate auxiliary police according to the social security situation and police force allocation within their respective administrative areas. Article 7 The municipal and district public security organs shall, jointly with the departments and financial departments that undertake the salary management functions at the same level, establish a salary and welfare system that conforms to the characteristics of auxiliary police, reflects work performance and is managed at different levels, and shall be implemented after being approved by the people's government at the same level.

City, District People's Government and Town People's Government (street offices) shall include the funds needed for the daily management of auxiliary police, such as wages and benefits, work performance, equipment configuration, education and training, pensions and condolences, into the fiscal budget at the corresponding level. Article 8 The municipal public security organ may, according to the actual demand, develop and construct the auxiliary police management information system, and implement the whole process information management of auxiliary police recruitment, education and training, graded management, examination attendance, recognition and reward, accountability, attrition withdrawal, wage insurance, casualty compensation and labor contract. Chapter II Duties, Rights and Obligations Article 9 Auxiliary police are divided into civilian auxiliary police and service auxiliary police. Civilian auxiliary police are engaged in non-law enforcement posts of public security organs, and service auxiliary police are engaged in assisting the people's police in law enforcement and other police work. Article 10 According to the arrangement of the public security organ, the civilian auxiliary police may engage in the following work:

(a) computer network communication, information communication, video surveillance, data analysis, software development, safety inspection, on-site investigation, inspection and identification, laboratory analysis, psychological consultation, medical treatment, translation and other technical support;

(two) financial analysis, non confidential financial management, police equipment maintenance and other police security work;

(three) clerical assistant, file management, window service, wiring inquiry, license processing, information collection and entry, data statistics and other administrative assistant work;

(4) Other duties as prescribed by laws and regulations and other tasks that can be performed by civilian auxiliary police as arranged by public security organs. Eleventh according to the arrangement of the public security organs, auxiliary police can assist in the following daily police work:

(a) to prevent and stop illegal and criminal activities;

(two) accept the masses for help and mediate civil disputes according to law;

(3) Public security patrol and duty;

(four) to carry out safety inspections at stations, airports, docks and other places where people gather;

(five) to maintain the order of the case (incident), protect the case (incident) and rescue the injured and trapped people;

(six) to divert traffic, discourage traffic safety violations, and collect traffic violation information;

(seven) to carry out publicity and education on social security, traffic safety and drug control;

(eight) other duties stipulated by laws and regulations and other auxiliary police activities arranged by the public security organs. Twelfth according to the arrangement of the public security organs, the auxiliary police can engage in the following law enforcement related auxiliary work under the leadership of the people's police:

(a) after receiving the alarm, control the scene, understand the situation, persuade, calm down the situation, adjust the contradiction, the current blockade control, on-site rescue, looking for on-site video surveillance and other on-site disposal;

(two) on-site handling of order maintenance, personnel isolation, crime prevention, treatment of the wounded and other mass incidents;

(three) to take temporary protective restraint measures for drunken people who are out of control and mental patients who commit violent acts;

(4) involving property management;

(5) Domesticating and using police dogs;

(6) Interrogating, blocking, controlling, monitoring and detaining criminal suspects;

(seven) social security information collection and personnel identity information verification;

(8) Recording interrogation and interrogation transcripts;

(nine) the management of detention centers, detention centers, compulsory isolation drug rehabilitation centers, law enforcement places and other places;

(ten) to maintain the order of large-scale public activities;

(eleven) community management, special industry management, dog management and other public security management activities;

(twelve) daily management of drug addicts, inspection of precursor chemicals enterprises, and public collection of drugs;

(thirteen) public security inspection;

(fourteen) driving police cars, boats, planes and other police vehicles.

Where laws and regulations stipulate that there shall be no less than two people's policemen engaged in relevant work, such provisions shall prevail.
