Chapter 1 General Provisions Article 1 In order to standardize and strengthen the planning, construction and management of urban pipelines, timely update pipeline information and ensure the safe operation of pipelines, according to the "Urban and Rural Planning Law of the People's Republic of China" The "Construction Law of the People's Republic of China", "Hubei Province Urban and Rural Planning Regulations" and other laws and regulations are formulated based on the actual situation of this city. Article 2 These Measures shall apply to activities such as urban pipeline planning, surveying and mapping, construction, operation and maintenance, and information management within the urban planning area of ??Ezhou city center.

The urban pipelines referred to in these Measures refer to the water supply and drainage within the planned red lines of urban municipal roads, bridges, pedestrian passages, public squares, green spaces and other municipal infrastructure (hereinafter referred to as urban roads) , electricity, lighting, gas, heat, information (including communications, radio and television, traffic signals, urban monitoring, etc., the same below) and other underground pipelines, overhead pole lines, comprehensive pipe trenches (groups), urban underground comprehensive pipe corridors and their affiliates facility. Article 3 The work of underground pipelines shall follow the principles of government leadership, comprehensive coordination, planning guidance, overall construction, information sharing, and safe operation. Article 4: The construction administrative department shall be responsible for the supervision and management, comprehensive coordination, inspection and guidance of pipeline construction.

Relevant functional departments such as development and reform, economics and information, public security, natural resources and planning, ecological environment, transportation, water conservancy and lakes, culture and tourism, emergency management, urban management, and administrative approval shall, in accordance with their respective responsibilities,* **Carry out pipeline-related management work together.

Pipeline property rights and management units (hereinafter referred to as pipeline units) are responsible for the daily management and maintenance of their pipelines and ancillary facilities, and accept the overall coordination and supervision of relevant management departments.

The urban construction archives management agency is specifically responsible for the collection, storage, and utilization of pipeline engineering archives within its administrative region, as well as the construction, dynamic updating, and maintenance of pipeline comprehensive information systems and other daily management work. Article 5 The unit that owns or manages urban pipelines shall be responsible for the safety of the urban pipelines it owns or manages, formulate emergency plans for urban pipeline safety, and ensure the safe operation of urban pipelines. Chapter 2 Urban Pipeline Planning Article 6 Relevant industry management departments shall organize property rights and management units to prepare special plans for pipelines. Municipal natural resources and planning administrative departments shall strengthen the connection and coordination of special pipeline plans and incorporate them into urban and rural overall plans in a scientific way. Compile a comprehensive urban pipeline plan, reasonably determine the spatial location, scale, direction and other contents of various pipelines, and submit it to the Municipal People's Government for approval before implementation.

When the municipal administrative department of natural resources and planning organizes the preparation of detailed regulatory plans, they shall put forward control requirements for underground pipelines based on the overall plan. Article 7 For new (renovation, expansion, the same below) pipeline projects, the pipeline construction unit shall apply for planning permission from the municipal natural resources and planning administrative department; pipeline projects constructed simultaneously with roads may apply for planning permission together with the road projects. ; If water pipelines are involved, municipal fire hydrants should be planned and constructed simultaneously. Article 8 When a pipeline construction unit applies for a planning license for a pipeline construction project, it shall go to the municipal urban construction archives management agency and relevant pipeline property rights and management departments to inquire about the current status of pipelines within the construction scope, and report to the municipal natural resources and planning administrative department. Send pipeline status information.

If there is no current status data of pipelines in the construction area or the pipeline data is unknown, the pipeline construction unit shall entrust a surveying and mapping unit with corresponding qualifications to organize detection and be responsible for identifying and forming surveying and mapping data. The cost of obtaining pipeline status data is included in the project cost. Article 9 Before the underground pipeline project starts, the underground pipeline construction unit shall entrust a surveying and mapping unit with corresponding qualifications to locate and lay out the lines, and handle planning and line inspection procedures in accordance with the law. Article 10: Before the pipeline project is covered with soil, the pipeline construction unit shall entrust a surveying and mapping unit with corresponding qualifications to conduct completion measurement, and form completion measurement data files and pipeline project measurement drawings that are accurate and meet relevant standards and quality requirements. The costs required for the completion survey shall be included in the pipeline project cost. Article 11 After the pipeline project construction is completed, all relevant units shall jointly conduct acceptance inspection. If the project does not meet the planning requirements and other regulatory requirements, the completion acceptance will not be granted. Chapter 3 Urban Pipeline Construction Article 12 All pipeline property rights and management units shall formulate plans for new pipelines or renovation, relocation, or abandonment of existing pipelines based on the comprehensive urban pipeline planning, special plans for various types of pipelines, and urban construction plans and submit them to the city housing and urban and rural construction administrative departments.

Article 13 The construction of various types of pipelines should comply with the comprehensive planning of urban pipelines and follow the following principles:

(1) Urban pipelines planned along roads should be parallel to the center line of the road, and underground pipelines should maintain a safe distance , Reduce interference and crossover;

(2) Similar pipelines should be merged and constructed in principle;

(3) When new urban roads are built, supporting pipelines and original overhead lines should be put into the ground simultaneously;

(4) The planned pipelines should avoid existing pipelines, branch pipelines should avoid main pipelines, temporary pipelines should avoid long-term pipelines, pressure pipelines should avoid gravity gravity pipelines, bendable pipelines should avoid hard-to-bend pipelines, and small-diameter pipelines should avoid Large-diameter pipelines;

(5) For urban main roads or roads with main underground pipelines, comprehensive pipe corridors are preferred. If the location of underground pipelines has been reserved in the pipe gallery, the location of underground pipelines outside the pipe gallery shall not be arranged separately;

(6) The depth of burial of underground pipelines, the spacing between various types of pipelines, and the relationship with the construction ( The spacing between structures, trees, etc. shall be implemented in accordance with relevant national technical standards and specifications.
