The main responsibilities of Dalian Ocean and Fisheries Bureau:

(six) to undertake the responsibility of marine environmental protection and environmental supervision of fishery waters; In conjunction with relevant departments, organize the formulation of the city's marine environmental protection and remediation plans, standards and norms, and formulate standards and total amount control systems for pollutant discharge into the sea; Organize and manage the investigation, monitoring, surveillance and evaluation of the city's marine environment, and release special information on the marine environment; Supervise the discharge of land-based pollutants into the sea, marine biodiversity and marine ecological environment protection, and supervise and manage marine nature reserves and special protected areas; Organize the protection of ecological environment and aquatic wildlife in fishery waters, and guide the protection and management of fishery waters, beaches suitable for fishing, wetlands suitable for fishing and fishery biological species resources.

(seven) responsible for organizing marine and fishery investigation and research, and promoting scientific and technological innovation of marine and fishery; To undertake the research, application and management of seawater utilization and marine renewable energy; Organize the implementation of high-tech and applied technology research, transformation of scientific and technological achievements and technology popularization in the marine and fishery fields; Organize the introduction of foreign advanced marine and fishery technologies and guide the reform and construction of aquatic technology extension system; Responsible for the protection of new fishery varieties; Formulate local technical standards, norms and methods for marine and fishery industries, and manage marine and fishery measurement.

(eight) to undertake the responsibility of marine environmental observation and forecast and marine disaster early warning; Provide marine disaster forecast and early warning and release of annual marine environmental forecast, organize and implement the construction of marine environmental protection system and daily operation management, issue marine disaster bulletin and sea level bulletin, and guide the impact assessment of marine natural disasters; Responsible for fishery disaster prevention and mitigation, monitoring and releasing fishery disasters, putting forward suggestions on funding arrangements for production disaster relief, and guiding emergency rescue and disaster relief and post-disaster production recovery.

(nine) responsible for guiding the city's fishery breeding, fishing production and aquatic products processing and circulation; Put forward suggestions on fishery protection policies and organize the implementation of relevant policies and measures to promote production development; Guide fishery standardized production and healthy breeding; Formulate plans and policies for the development of fishery industrialization and organize their implementation, and guide and support the construction and development of fishery socialized service system, cooperative economic organizations and fishing village industry associations; Cultivate, protect and develop aquatic products brands; Responsible for the supervision and management of aquatic fingerlings, and investigate and deal with illegal acts; To organize the prevention and control of aquatic animal and plant diseases; Engaged in the management of offshore fisheries.

(ten) to undertake the responsibility of improving the quality and safety level of aquatic products; Carry out risk assessment of aquatic product quality and safety according to law, and release aquatic product quality and safety information; Organize the quality and safety inspection and testing of aquatic products; Organize the supervision and management of the identification and certification of pollution-free aquatic products; Responsible for drug use, drug residue detection, supervision and management in aquaculture; Implementing the supervision and management of aquatic product certification that meets the safety standards according to law; Organize the supervision and management of the quality and safety of aquatic products and investigate and deal with illegal acts.

(eleven) responsible for the protection and rational development and utilization of fishery resources, the implementation of marine fishing license system; Responsible for the supervision and management of fishing boats, fishing gear and nets according to law; Participate in the demarcation of international sea areas and fishery waters, maintain the safety of border waters, and participate in the cruise and management of border waters; Handle foreign-related fishery disputes in conjunction with relevant departments; Safeguard the fishery rights and interests of the waters under the jurisdiction of the state's oceans and freshwater, exercise the power of fishing vessel inspection, fishery administration and fishing port supervision and management according to regulations, and investigate and deal with illegal fishing activities; Supervise the implementation of bilateral fishery agreements and maintain the order of fishery production in border areas; To guide the safe production of fishery and investigate and handle fishing boat accidents; Responsible for the management of fishery radio in the city; Organize the rescue of fishing boats in distress.

(12) Organizing the implementation of relevant international marine and fishery conventions and treaties, supervising and managing foreign-related marine scientific investigation and research activities, and supervising foreign-related marine facilities construction, submarine engineering and other development activities according to law; Organize international economic and technological exchanges and cooperation between the ocean and fisheries.

(thirteen) to safeguard the national maritime rights and interests in accordance with the law, implement the cruise law enforcement system in the waters under the jurisdiction of this Municipality, investigate and deal with illegal acts, and manage the sea surveillance team of this Municipality.

(fourteen) to undertake other tasks assigned by the municipal party committee and municipal government.
