For example, employees who are recognized as regional headquarters, high-growth headquarters, regional headquarters of multinational companies, regional headquarters of international organizations (institutions) or major investment projects have full-time undergraduate degree or above, or have intermediate or above professional titles, technicians and above professional qualifications or practice qualifications.

They have settled in the local cities and counties before April 30th, and their family members (including themselves, their spouses and minor children, the same below) have no housing or purchase records in the towns of this province, or own 1 apartment in the towns of Hainan Province, and the per capita housing area is lower than that of urban residents in this city and county.

After April 30th, they have settled in the cities and towns of this city, and their family members have paid taxes continuously in this city and county for 36 months or more, and have actually lived for 540 days or more. They have no housing and no record of buying houses in Hainan province, or have 1 apartment in Hainan province, and the per capita housing area is lower than that of urban residents in this city and county.

Those who have not settled in cities and towns in this city and county, whose family members have paid taxes and social security for 60 months or more continuously in this city and county, have actually lived for 900 days or more, and have no housing and no record of buying houses in cities and towns in Hainan Province can purchase affordable commercial housing.

The so-called housing-type commercial housing refers to the commercial housing which has the nature of policy guarantee, limits the sales target, sales price, Xing Tao area and transfer conditions, is built in a government-led and market-oriented operation mode, and is sold to eligible households.

In principle, the construction area of commercial housing in Xing Tao shall not exceed 100 square meter, and the housing shall be fully renovated. In terms of selling price, in principle, the ratio of housing price to income of urban residents in this city and county shall not exceed 10 times, or 60% of the average selling price of commercial housing in this city and county in the previous year.

In terms of transfer management, a closed circulation system is implemented for commercial housing within a certain period of time (that is, when it does not meet the conditions for listing and trading), and each household can only buy 1 time and 1 set. If it is really necessary to transfer the house that does not meet the listing and trading conditions during the closed circulation period, the buyer must meet the purchase conditions of the house. Buyers who have paid taxes and social security in this province for 15 years since the date of online signing of the house purchase contract for record, or have reached the legal retirement age and the online signing of the house purchase contract for record for 10 years can be listed and traded.

The value-added income of listed transactions is divided by the purchaser and the government in proportion, and the proportion of government sharing is determined according to the preferential ratio of the original purchase price and the deduction of the housing holding period after meeting the listing transaction conditions (annual deduction 1%). The preferential ratio of the original purchase price shall be determined according to the ratio between the original purchase price and the market price of commodity housing at the time of purchase. When buying a house, the market price of commercial housing is determined with reference to the average price of the same type of commercial housing market in the same region, and it is specified in the purchase contract.

In addition, Hainan Province has also given certain policy support to the land for housing projects.

The nature of the land for housing projects is urban residential land, and it is encouraged to use the unused stock of commercial housing land to build housing, or to transform the stock of commercial housing into housing. For those who need to sell new residential land for the construction of affordable commercial housing, when supplying residential land, priority should be given to ensuring the supply of affordable commercial housing land, which should be earmarked for the construction of affordable commercial housing, and the land should be sold by means of "bidding, auction and hanging". The construction of residential commercial housing is not restricted by the annual implementation plan of commercial housing in this city and county. Encourage financial institutions to issue development loans to residential commodity housing projects, and give support and preferential treatment in terms of loan amount, loan term and loan interest rate.

In order to establish and improve the housing market system and housing security system, properly solve the housing problems of local residents, and enhance their happiness, according to the relevant requirements of our province on establishing the responsibility system for the stable and healthy development of the real estate market, with the consent of the provincial government, we decided to carry out the pilot construction of residential commercial housing in Haikou City, Sanya City, Danzhou City, Wuzhishan City, Ding 'an County and Lingshui Li Autonomous County. In order to do a good job in the pilot work, we hereby put forward the following opinions.

I. Definition of housing

Housing-type commercial housing refers to the commercial housing that has the nature of policy guarantee, limits the sales target, sales price, Xing Tao area and transfer conditions, is built in a government-led and market-oriented operation mode, and is sold to eligible households.

Second, the sales target

Housing-type commercial housing is supplied to qualified families and imported talents in this city and county.

(1) Households in cities and towns can buy houses if they meet one of the following conditions.

1. Before this opinion is issued, they have settled in cities and towns in this city, and their family members (including themselves, spouses and minor children, the same below) have no housing and no record of purchasing houses in towns and cities in this province, or have 1 apartment in towns and cities in this province, and the per capita housing area is lower than that of urban households in this city and county.

2. After the issuance of this opinion, they have settled in the towns of this province, and their family members have been paying taxes continuously in this city and county for 36 months or more, and have actually lived for 540 days or more. They have no housing and no purchase records in the towns of this province, or have 1 set of housing in the towns of this province and the per capita housing area is lower than that of urban households in this city and county.

3. Not settled in this city's towns, and family members have paid taxes continuously in this city and county, social security for 60 months or more, actually lived for 900 days or more, and have no housing or purchase records in this province's towns.

(two) the introduction of talents in cities and towns, in line with one of the following conditions, can buy housing.

1. I have settled in the town of this city, and I have been paying taxes and social security for 24 months or more in this city and county, and I have actually lived for 360 days or more, and my family members have no house in this province and no record of buying houses, or have 1 apartment in this province, and the per capita housing area is lower than that of urban households in this city and county.

2. All kinds of imported talents who have not settled in cities and towns in this city have accumulated tax payment and social security for 36 months or more, lived for 540 days or more, and their family members have no housing and no purchase records in towns and cities in this province.

3. The accompanying employees who moved to the corporate headquarters or regional headquarters in Hainan as a whole from outside the province have been paying taxes continuously in this city and county, and have social security for 12 months or more, and have lived for 180 days or more, and their family members have no housing and no record of buying houses in this province, or have 1 apartment in this province, and the per capita housing area is lower than that of urban residents in this city and county.

4. Employees who are recognized as comprehensive headquarters enterprises and meet the standards for introducing talents stipulated by our province have paid taxes and social security in this city and county continuously 12 months or more, actually lived 180 days or more, and their family members have no housing or purchase records in towns and cities of this province.

5. Employees recognized as regional headquarters, high-growth headquarters, regional headquarters of multinational companies, regional headquarters of international organizations (institutions) or major investment projects, with full-time bachelor degree or above, or with intermediate or above professional titles, technicians or above professional qualifications, have paid taxes and social security 12 months or more in this city or county, and actually lived 180 days or more.

6 recognized high-level talents, urgently needed talents, flexible introduction of high-level talents for more than 3 years, and service in the city and county 1 year or more. I have paid social security tax for 12 months and lived in this city and county for 180 days, and my family members have no housing or purchase records.

7. Civil servants who are openly recruited, publicly transferred and transferred to cities and counties (including central units stationed in Qionglai and provincial units), as well as staff who have entered public institutions (including central units stationed in Qionglai and provincial units) and statutory institutions through open recruitment or organization transfer, have paid taxes and social security 12 months or more in this city and county and actually lived/kloc.

Local families and imported talents apply for the purchase of affordable commercial housing. Applicants must meet the above qualifications for purchasing houses. Among them, the actual residence time is calculated according to half of the time for paying taxes and social security. Before the date of issuance of this opinion, if the time for paying taxes and social security has reached the above requirements, the actual residence time will no longer be approved; If the above requirements are not met, the actual residence time corresponding to the tax payment and social security time after the issuance of this opinion shall be verified.

The above-mentioned housing includes commercial housing, self-built housing, and resettlement houses. , including second-hand houses and transfer houses. Residents who have purchased policy-oriented housing (including housing reform housing, fund-raising cooperative housing, affordable housing, price-limited commodity housing and stakeholder-type commodity housing) may not apply for purchasing affordable commodity housing.

Third, the selling price.

In principle, the average selling price of commercial housing in housing shall be determined according to the ratio of housing price to income of urban residents in this city and county that is not more than 10 times, or not more than 60% of the average selling price of commercial housing in this city and county in the previous year, which shall be determined by the pilot cities and counties according to the actual situation.

Four, the project site selection and planning and construction

Residential commercial housing projects should be located in areas with convenient urban transportation, convenient living and complete supporting facilities, and comprehensively consider factors such as "work-residence combination". In principle, the building area of commercial housing in Xing Tao does not exceed 100 square meter, and it is constructed in the form of fully decorated and assembled buildings.

The construction of residential commercial housing projects should strictly follow the Opinions of Hainan Provincial People's Government on Strengthening the Construction and Management of Supporting Public Service Facilities in Newly-built Residential Areas (Fu Qiong [2017] No.96), and build supporting public service facilities such as education, medical and health services, business services, culture and sports, and "five networks" such as water, electricity, roads, gas and light. Supporting infrastructure and public service facilities shall be planned, constructed, accepted and delivered simultaneously with the main project.

The new leased land is used to build residential commercial housing, and the existing housing sales system is implemented in accordance with the relevant provisions of the Measures for the Administration of Commercial Housing Sales (Decree No.88 of the former Ministry of Construction).

Nine. Other requirements

Pilot cities and counties should formulate specific implementation plans for the pilot construction of residential commercial housing in light of local conditions before May 15 this year, and make clear the specific contents such as project site selection, construction scale, construction time limit, sales target, sales price and operation process, and report them to the Provincial Department of Housing and Urban-Rural Development and the Provincial Department of Natural Resources and Planning for the record before implementation, so as to accelerate the pilot construction of residential commercial housing. At the same time, please earnestly carry out a thorough investigation of the housing situation in this city and county, find out the local housing demand, prepare the "14 th Five-Year Plan" and the annual construction plan for housing development according to the actual demand, clarify the supply ratio of various types of housing such as residential commercial housing, and report it to the provincial government for approval before promulgation and implementation, and organize and implement the construction of residential commercial housing in stages, batches, regions and steps.

The housing arrangements for special groups such as grassroots teachers and medical personnel shall be stipulated separately.

This guidance is interpreted by the Provincial Department of Housing and Urban-Rural Development. In case of major problems in the implementation of pilot cities and counties, it is necessary to report to the provincial government in a timely manner.
