Regulations of Wuxi Municipality on Surveying and Mapping Administration

Chapter I General Provisions Article 1 In order to strengthen the administration of surveying and mapping, standardize surveying and mapping behaviors, promote the development of surveying and mapping undertakings and improve the service guarantee ability of surveying and mapping enterprises, these Regulations are formulated in accordance with the Surveying and Mapping Law of People's Republic of China (PRC), the Regulations on Surveying and Mapping of Jiangsu Province and other laws and regulations, combined with the actual situation of this Municipality. Article 2 Those engaged in surveying and mapping activities, using surveying and mapping results and related surveying and mapping management within the administrative area of this Municipality shall abide by these regulations. Article 3 The municipal and county-level municipal people's governments shall strengthen their leadership in surveying and mapping, establish and improve the surveying and mapping management system, improve the surveying and mapping management functions, incorporate basic surveying and mapping into the national economic and social development plan and annual plan, and include the required funds in the annual fiscal budget at the corresponding level. Article 4 The municipal and county departments of land and resources are the competent departments of surveying and mapping, and are responsible for the unified supervision and management of surveying and mapping work within their respective administrative areas.

Urban and rural planning, housing security and real estate management, water conservancy, municipal and garden, construction and other departments in accordance with the division of responsibilities stipulated by the people's government at the corresponding level, responsible for the relevant surveying and mapping work of their own departments. Fifth to encourage surveying and mapping industry associations to play the role of industry self-discipline, and promote the healthy development of surveying and mapping market.

Encourage social forces to invest in the city's surveying and mapping projects and geographic information industry according to law, and protect their legitimate rights and interests. Sixth to encourage the use of advanced surveying and mapping technology and equipment, promote the development of geographic information industry, and promote the progress and innovation of surveying and mapping technology.

Units and individuals that have made remarkable achievements in surveying and mapping management, scientific research and protection of surveying and mapping infrastructure shall be commended or rewarded in accordance with relevant state regulations. Chapter II Basic Surveying and Mapping and Other Surveying and Mapping Article 7 The competent departments of surveying and mapping of cities and counties shall be responsible for the management of basic surveying and mapping at the corresponding level. Basic surveying and mapping in cities and counties includes:

(a) to establish and update the plane, elevation control network and spatial positioning network within their respective administrative areas;

(2) Mapping and updating maps, video maps and digital products at 1: 500, 1: 1000 and 1: 2000 within their respective administrative areas;

(three) the construction of basic geographic information systems within their respective administrative areas, and the establishment and maintenance of databases;

(four) to compile and update the administrative map at the corresponding level;

(five) other basic surveying and mapping determined by the provincial competent department of Surveying and mapping and the Municipal People's government. Article 8 The competent department of surveying and mapping at the city or county level shall, jointly with relevant departments, organize the preparation of the basic surveying and mapping plan of the administrative region according to the basic surveying and mapping plan of the people's government at a higher level and the actual situation of the administrative region, report it to the people's government at the same level for approval, and report it to the competent department of surveying and mapping at the next higher level for the record before organizing its implementation. Article 9 The municipal and county-level municipal development and reform departments shall, jointly with the competent departments of surveying and mapping at the same level, organize the preparation of the annual plan of basic surveying and mapping in their respective administrative areas according to the planning of basic surveying and mapping and the actual situation of economic construction and social development in that year.

Basic surveying and mapping projects are organized and implemented by the competent department of surveying and mapping; City and county basic surveying and mapping results should be updated immediately. Tenth city surveying and mapping department is responsible for the preparation of the city's cadastral, ownership boundary mapping and other planning and organization and implementation.

Engineering survey in the fields of urban planning surveying and mapping, real estate surveying and mapping, construction, water conservancy and transportation shall be organized and implemented by relevant departments in accordance with relevant technical specifications.

Laying all kinds of underground pipelines and building all kinds of projects in the built-up area of this Municipality must be measured and completed in time in accordance with relevant technical specifications; Urban and rural planning, municipal and garden, construction and other departments are responsible for the basic work of urban underground pipeline survey, to ensure the integrity and status of urban underground pipeline database. Eleventh engaged in surveying and mapping activities, should adopt the surveying and mapping system and surveying and mapping datum stipulated by the state, or the relatively independent plane coordinate system approved by law, and implement the technical norms and standards of surveying and mapping stipulated by the state. Twelfth city, county-level city surveying and mapping departments should establish a unified geographic information basic framework and basic geographic information system service platform within their respective administrative areas to promote the enjoyment, development and application of geographic information resources. Thirteenth the establishment of professional geographic information system, should use the basic geographic information data that meet the prescribed standards. Fourteenth surveying and mapping projects using fiscal funds and construction projects using fiscal funds, the development and reform department shall solicit the opinions of the competent surveying and mapping departments at the same level before approving the project; The financial department shall solicit the opinions of the competent department of surveying and mapping at the same level when auditing the budget expenditure of surveying and mapping projects, purchasing remote sensing image data or surveying and mapping aerial photography. The competent department of Surveying and mapping shall give feedback within five working days from the date of receiving the materials for soliciting opinions.

There are suitable surveying and mapping results, which do not need surveying and mapping, and do not need to be purchased. Relevant departments should strengthen coordination and avoid repeated investment. Chapter III Surveying and Mapping Market Article 15 Whoever engages in surveying and mapping project entrustment, contracting, technical consulting service or surveying and mapping achievement transaction in this Municipality must abide by the provisions of national laws, regulations and these Regulations, and follow the principles of fair competition, honesty and credibility.

Surveying and mapping projects within the scope of government procurement shall be implemented in accordance with the People's Republic of China (PRC) Municipal Government Procurement Law and relevant regulations. Sixteenth units engaged in surveying and mapping activities shall obtain surveying and mapping qualifications according to law. Entrusted by the provincial competent department of surveying and mapping, the municipal competent department of surveying and mapping accepts the application for the qualification of surveying and mapping at the corresponding level and puts forward the preliminary examination opinions, which shall be submitted to the provincial competent department of surveying and mapping for examination and approval.

Before engaging in surveying and mapping activities within the administrative area of this Municipality, non-local surveying and mapping units shall submit valid surveying and mapping qualification certificates and other materials to the municipal or county-level surveying and mapping authorities for the record.
