The full name of "Western Plan" is "College Students' Volunteer Service Western Plan", which was jointly organized and implemented by the Central Committee of the Communist Youth League, the Ministry of Education, the Organization Department and the Ministry of Personnel in 2003 according to the relevant requirements of the State Council.

After the expiration of volunteer service, encourage them to take root at the grassroots level, or choose their own jobs and move around for employment, and give certain policy support in further studies and employment.

(B) "Three Supports and One Support"

The "three supports and one support" plan is led by Ministry of Human Resources and Social Security, and the personnel and education departments of all provinces, autonomous regions and municipalities directly under the Central Government are responsible for its implementation. Its policy basis is the Notice on Organizing College Graduates to Teach, Support Agriculture, Support Medicine and Help the Poor in Rural Grassroots.

After graduation, college students go to rural grassroots to engage in teaching, supporting agriculture, supporting doctors and helping the poor, and promote the development of rural grassroots social undertakings, which is referred to as "three supports and one support". The working time is generally 2 years, and a certain living allowance is given during the working period. Self-employment after the expiration of the work period, and enjoy certain preferential policies during the employment period.
