What's the difference between nurses with and without staffing?

The difference is: whether it is a regular employee. The staff members are officially established by the state, and their basic salary and local subsidies are allocated by the government. If they want to enter the organization, they must pass the exam to get the qualification. Staffing personnel are formal employees of the unit.

Non-staff personnel are employed by institutions themselves (including temporary workers) and do not enjoy government funding. Appointment system: refers to an appointment method in which the employer determines the relationship with the personnel through the contract.

Generally, employers adopt the methods of recruitment or competition. After the qualification examination and comprehensive assessment, the employing unit shall sign a letter of appointment with the appointed candidate to clarify the rights and obligations of both parties, as well as the responsibilities, treatment and employment term of the employed personnel.

Non-staff personnel do not need to go through rigorous examinations and interviews, nor do they need the quota of the unit with financial allocation. As long as the unit has demand, they can recruit, and signed an employment contract with the employer before.
