Legal analysis: drivers engaged in online car service should meet the following conditions:

(6) There is no record that the taxi qualification certificate has been revoked within 5 years before the date of application.

Legal basis: Interim Measures for the Administration of Online Booking Taxi Service.

Article 12 A vehicle that intends to engage in online car rental business shall meet the following conditions:

(1) Passenger cars with 7 seats or less;

(2) Install vehicle-mounted satellite positioning device and emergency alarm device with driving record function;

(3) The technical performance of the vehicle meets the requirements of relevant operational safety standards.

The specific standards and operating requirements of vehicles shall be determined by the relevant taxi administrative departments in accordance with the development principles of quality service and differentiated operation, combined with local actual conditions.

Article 13 The taxi administrative department at the place where the service is located shall, according to the application of the vehicle owner or the online car rental platform company, issue the online booking taxi transport certificate to the vehicles that meet the requirements and are registered as booking taxis. If the city people's government has other provisions on the issuance of the "Network Appointment Taxi Transport Certificate" for online car rental, those provisions shall prevail.

Article 14 A driver engaged in online car service shall meet the following conditions:

(a) to obtain the corresponding motor vehicle driving license and have more than 3 years of driving experience;

(2) It has no record of traffic accident crime, dangerous driving crime, drug abuse and drunk driving, and has no record of 12 in three consecutive scoring cycles recently;

(3) No violent criminal record;

(four) other conditions stipulated by the Municipal People's government.

Article 15 The municipal taxi administrative department at the district where the service is located shall, according to the application of the driver or the online car platform company, verify according to the conditions stipulated in Article 14 and conduct audit according to the regulations, and issue the online taxi reservation driver's license to the qualified drivers.
