Since the mid-1990s, college student village officials have experienced a long process of accumulation and development from scratch and rapid development.

The germination of the policy of university student village officials can be traced back to 1995 "Young Eagle Plan" in Fengxian County, Jiangsu Province. In order to solve the problems of agriculture, countryside and farmers, Jiangsu Province took the lead in recruiting college students as rural grassroots cadres. In March 2000, Tianhe District of Guangzhou City openly recruited 52 college students as "village officials", and more than 3,000 college students from all over the country went to apply. In 2002, Hebi City, Henan Province recruited 205 college students as "village officials" and started the project of "village officials" for college students in Henan Province. In 2004, Xingtai City, Hebei Province decided to send 1000 college students to work in rural areas every year on the basis of pilot work, so as to achieve the goal that 5,200 administrative villages have college students as "village officials" within five years. By the end of 2004, there were 10 provinces and cities in China that started the "village officials" program for college students, mainly in the eastern and central regions. In July 2005, the General Office of the Central Committee and the General Office of the State Council issued the Opinions on Guiding and Encouraging College Graduates to Face Grassroots Employment. In February 2006, eight ministries and commissions, including the Organization Department of the Central Committee, the Ministry of Personnel and the Ministry of Education, issued a notice to jointly organize college graduates to engage in teaching, supporting agriculture, supporting doctors and helping the poor in rural areas. Since then, the work of college students as "village officials" has entered a large-scale experimental stage.

Since 2005, Beijing, Sichuan, Jiangxi, Fujian, Qinghai, Liaoning, Guizhou, Shaanxi, Shanxi, Anhui, Shanghai, Jilin, Hunan, Gansu, Ningxia, Inner Mongolia, Yunnan and other provinces and cities have successively launched the "village officials" program for college students. By the end of February, 2008, 28 provinces and cities in China had started the "village official" program for college students, among which 17 provinces and cities started the "village official" program with college students in every village.

In March, 2008, the Organization Department of the Central Committee, together with the Ministry of Education, the Ministry of Finance and Ministry of Human Resources and Social Security, held a forum on selecting and hiring college graduates to work in rural areas. The work of "village officials" among college students has entered a period of all-round development.

Since March 2008, when the selection of university student village officials was fully started, * * * more than 6,543,800 college graduates signed up voluntarily, and 6,543,800 university student village officials were selected in various places. In addition, some provinces, autonomous regions and municipalities selected them before 2008. At present, there are 200,000 university student village officials who start their own businesses in the construction of new countryside.

After working in rural grass-roots units, college students "village officials" make full use of their knowledge and expertise, actively contribute to building rural areas, serving farmers and developing agriculture, and at the same time get training and improvement, and become the backbone of new rural construction.
