According to the Regulations on Personnel Management of Public Institutions (Order No.652nd of the State Council) and the Interim Provisions on Open Recruitment of Public Institutions (Order No.6 of Ministry of Personnel), internal recruitment of public institutions is not allowed without open recruitment. With the approval of the human resources and social security department of the government at or above the municipal level, the recruitment procedure can be simplified for high-level talents who are in urgent need of introduction and professionals who are in short supply with senior professional and technical positions or doctoral degrees.
